Changing Supervisors in Texas: The BHEC Supervisor Change Form and What LMFT and LCSW Do Instead

Texas has no single process for changing supervisors. LPC Associates use a one-page Supervisor Change Form, and LMFT Associates submit a new Supervisory Agreement Form (SAF). The social work rules do not state a separate change procedure for an LMSW working toward the LCSW.

Texas has no single process for changing supervisors. The Texas Behavioral Health Executive Council (BHEC) publishes a one-page Supervisor Change Form for LPC Associates, answers the question for LMFT Associates with a new Supervisory Agreement Form (SAF), and does not state a separate procedure in the rule for an LMSW working toward the LCSW. This page sets out each track's mechanism from the board's own text, then covers keeping your hours by supervisor. The limits on who can hold the LPC supervisor role are in Texas LPC supervision requirements.

The Three Tracks

Three Tracks, Three Mechanisms

The Texas State Board of Examiners of Professional Counselors, the Texas State Board of Examiners of Marriage and Family Therapists and the Texas State Board of Social Worker Examiners each sit under BHEC, and each handles supervisor changes differently.

Do not carry one track's process to another. The FAQ sentence that tells you to submit a new SAF sits in the LMFT Associate answer, not the LPC one.

LPC Associates

The Supervisor Change Form

The form's printed title is Supervisor Change Form. The LPC Forms and Publications page lists the same file under a longer web label that begins "Add or Remove a Supervisor"; the web label is not the form's title. Its header line reads: "This form is to add or delete a supervisor." It is a one-page PDF with no fillable fields, and it is on the LPC Forms and Publications page.

Section A adds a supervisor and Section B deletes one. Each section asks for the supervisor's name, LPC-S license number, state, date issued and expiration date. The associate and the supervisor then each print their name and license number, sign and date. Section A carries this statement: "I understand no supervision may begin until this new supervisor is approved by the board's office."

The routing is printed on the form: "Please email a scan of this form to counseling@bhec.texas.gov or mail the original to: BHEC, 1801 N. Congress, Suite 7.300, Austin, TX 78701". The form prints no fee.

The two-supervisor cap comes from the rule: "An LPC Associate may have no more than two (2) Council-approved LPC supervisors at any given time" (22 TAC 681.91(e)). Adding a second supervisor is a Section A addition, and Section B is for deleting one. For who qualifies to sign as the new supervisor, see who can supervise an LPC Associate in Texas.

The form also carries a site notice. "Effective February 28, 2019, the Texas State Board of Examiners of Professional Counselors no longer tracks Associate sites. It is the responsibility of the board-approved supervisor to track Associate sites."

BHEC's Supervision FAQs page currently states that the Online Supervision Module for LPC and Social Work is unavailable and directs supervisors to email change forms to counseling@bhec.texas.gov. Check the Supervision FAQs page for the current instruction.

The Associate license runs 60 months from the date of issuance (681.91(g)), whichever supervisors you have during that time. The timing is covered in the 60-month LPC Associate limit.

LMFT Associates

A New SAF Instead of a Change Form

BHEC publishes no change form for LMFT Associates. Its Supervision FAQs answer it in the LMFT Associate section: "If you wish to change from one supervisor to another, you must submit a new SAF with the new supervisor's current renewal card AND be sure your previous supervisor provide written notice to the board that the supervisory relationship has ended." To add a supervisor, the same answer says an Associate may have up to two supervisors at a time and that you "must submit a second SAF with the second supervisor's current renewal card."

Three rules sit behind that answer. The SAF is due within 30 days of initiating supervision with any supervisor (22 TAC 801.142(7)). An Associate may have no more than two LMFT supervisors at a time "unless given prior approval by the council or its designee" (801.142(8)). And the outgoing supervisor has a duty of their own: written notice to the council within 30 days of termination of supervision (801.143(e)).

On the supervisor's side, within 60 days of initiating supervision, an LMFT-S must maintain a supervision file that includes a copy of the submitted SAF and proof of council approval of the SAF (801.143(d)(1)-(2)). The Supervisory Agreement Form states: "Experience accrued without an approved SAF on file will not be accepted." The Supervised Experience Verification Form dates experience under a later supervisor from "the date BHEC staff approved the subsequent supervisory relationship." If an LMFT Associate receives a remediation plan, the Associate must provide a copy of it "to any other current or future supervisors" (801.142(10)).

One SAF is filed per supervisor, and the same is true of the Supervised Experience Verification Form that closes out each supervisor's hours. The hour totals that form draws on are in Texas LMFT Associate hours requirements.

LCSW Track

What Chapter 781 Says and Leaves Out

The LMSW is a full license (see the Texas LMSW license), and the path to the LCSW runs through a supervision plan, not an Associate license. The rule says the LMSW and the LCSW supervisor "shall complete a supervision plan, on a form prescribed by the Council or a form with substantially equivalent information, signed by both" (22 TAC 781.405(a)).

Chapter 781 does not state a separate procedure for changing supervisors. It does not say a new plan is required when a supervisor changes, and it does not say one is not. It states no cap on concurrent supervisors. What it does state is what the reclassification application must carry: "the appropriate supervision plans and verification forms," with "names and contact information of all supervisors; beginning and ending dates of supervision" (781.405(b)(1)). On the LMSW's request, the LCSW supervisor submits a signed verification form within 30 days (781.405(c)).

Because the rule is silent on a change procedure, confirm the process with BHEC before you change. The forms are listed on the SW Forms and Publications page. The supervision rules themselves are in Texas LCSW supervision requirements, the forms in Clinical Supervision Plan and Verification Form, and the qualifying experience in what counts as clinical hours for the LCSW.

Your Own Record

Keep Hours by Supervisor Across a Change

Each track's experience form is completed per supervisor. That makes your per-supervisor totals the number that matters when a change happens.

TrackForm completed per supervisorWhat it asks for
LPCSupervised Experience Documentation Form (SED)Supervision hours (individual and group), direct client contact hours, indirect hours, and whole months of supervision with that supervisor
LMFTSupervised Experience Verification Form (SEV)Supervision hours, dates and months, direct clinical hours with the couples and family share, indirect and total practice hours. A separate form is used after a break of more than 30 days
LCSWSupervision plan and verification formDates from and to, total months, total supervision hours (toward 100) and total clinical experience hours (toward 3,000)

For LPC Associates, ending supervision with someone starts a clock: the supervisor files the SED within 30 days of the end of supervision or completion of the required hours, whichever comes first (681.93(d)). Note the date supervision with each person starts and ends, and keep the running totals that were true on that date. The same totals feed the SED again when you pursue upgrading from LPC Associate to LPC.

Hours from a degree practicum are a separate question from a supervisor change. See do practicum hours count in Texas.

Pitfalls

Common Errors When Changing Supervisors

1

Meeting the new LPC-S before approval

Section A of the Supervisor Change Form states that no supervision may begin until the new supervisor is approved by the board's office. Wait for the approval before the first session.

2

Using the LMFT process for an LPC Associate

The new-SAF-plus-written-notice answer appears under LMFT Associates in the Supervision FAQs. The LPC instrument is the Supervisor Change Form.

3

Adding a third concurrent supervisor

LPC Associates may have no more than two at any time (681.91(e)). LMFT Associates may have no more than two unless given prior approval (801.142(8)).

4

Missing the 30-day LMFT SAF window

The SAF is due within 30 days of initiating supervision with any supervisor (801.142(7)), including a replacement.

5

Leaving the outgoing LMFT supervisor's notice to chance

The FAQ answer tells you to be sure your previous supervisor provides written notice that the relationship has ended, and 801.143(e) puts the notice on the supervisor.

6

Treating the online-module notice as permanent

The Supervision FAQs banner about the unavailable Online Supervision Module is a current notice. Read the page for the instruction in force on the day you file.

7

Losing the totals for the supervisor who left

Each experience form is completed per supervisor. Record hours, dates and months for each person as they happen, not from memory when the form is due.

FAQ

FAQ: Changing Supervisors in Texas

How do I change supervisors as an LPC Associate in Texas?▾

The Texas State Board of Examiners of Professional Counselors publishes a one-page Supervisor Change Form. Section A adds a supervisor and Section B deletes one. The form is signed by the associate and the supervisor, and Section A states that no supervision may begin until the new supervisor is approved by the board's office. The printed routing is an emailed scan to counseling@bhec.texas.gov or the original by mail to BHEC in Austin.

Can an LPC Associate add a second supervisor in Texas?▾

Yes, up to a limit. An LPC Associate may have no more than two Council-approved LPC supervisors at any given time (22 TAC 681.91(e)). Adding the second one uses Section A of the Supervisor Change Form, and the form says no supervision may begin until the board's office approves the new supervisor. A third concurrent supervisor is outside the rule.

How do I change supervisors as an LMFT Associate in Texas?▾

BHEC's Supervision FAQs answer this in the LMFT Associate section, and they do not use a change form. You submit a new Supervisory Agreement Form (SAF) with the new supervisor's current renewal card, and your previous supervisor provides written notice to the board that the supervisory relationship has ended. To add a supervisor while keeping the first, you submit a second SAF with the second supervisor's current renewal card.

How long do I have to submit an LMFT SAF for a new supervisor?▾

Within 30 days of initiating supervision with any supervisor (22 TAC 801.142(7)). The rule says any LMFT supervisor, so the deadline applies to a replacement or a second supervisor as well as your first.

Do hours with a new supervisor count before BHEC approves them?▾

For LPC Associates, Section A of the Supervisor Change Form states: "I understand no supervision may begin until this new supervisor is approved by the board's office." For LMFT Associates, the Supervisory Agreement Form states: "Experience accrued without an approved SAF on file will not be accepted." The Supervised Experience Verification Form dates experience under a later supervisor from "the date BHEC staff approved the subsequent supervisory relationship." Wait for the approval before you count sessions with the new supervisor.

Does BHEC track my LPC Associate site for me?▾

The Supervisor Change Form says: "Effective February 28, 2019, the Texas State Board of Examiners of Professional Counselors no longer tracks Associate sites. It is the responsibility of the board-approved supervisor to track Associate sites." Site tracking sits with your supervisor. The record of your own hours by supervisor is still yours to keep, because the experience forms are completed per supervisor.

Where do I email an LPC supervisor change form right now?▾

The printed routing on the form is counseling@bhec.texas.gov or the original by mail to BHEC, 1801 N. Congress, Suite 7.300, Austin, TX 78701. BHEC's Supervision FAQs page currently states that the Online Supervision Module for LPC and Social Work is unavailable and directs supervisors to email change forms to counseling@bhec.texas.gov. Check the page for the current instruction.
