Texas LCSW Requirements: Hours, Supervision and the 24-Month Floor

LMSW First, Then a Supervision Plan, Then LCSW

The path runs MSW, then LMSW, then LCSW. The step most guides skip is the middle one: the Texas LMSW license is a full, renewable practice license on its own biennial cycle, not a temporary credential with an expiration clock counting down. It does not lapse after five years the way an LPC Associate or LMFT Associate license does.

There is no separate associate license or associate number on this track. An LMSW who wants to become an LCSW files a Clinical Supervision Plan with an LCSW-S before the 3,000 hours start, and the LMSW license number is the only license number involved from start to finish (781.401(a)(2); structural note, TAC Chapter 781). The plan, not a license type, is what marks someone as being on the LCSW path.

3,000 Hours, and No Direct/Indirect Split

An LMSW needs 3,000 hours of supervised professional clinical experience before applying for LCSW (22 TAC 781.401(a)(1)(C)). Here is the requirement as one table.

This is the point most guides get wrong, because they carry over a direct-hours and indirect-hours split from a different license track and assume it applies here. It does not. The Clinical Supervision Verification Form for LCSW asks for one number: "Total hours of supervised professional clinical experience worked." There is no separate line for face-to-face contact versus paperwork, and no rule in Chapter 781 sets a minimum direct-hours floor the way the LPC and LMFT tracks do.

That single number still has to be clinical social work, defined in rule as applying social work theory, knowledge, methods, ethics and the professional use of self to restore or enhance social, psychosocial or bio-psychosocial functioning (781.102(9)). The 24-Full-Month Floor

Supervision has to extend at least 24 full months, and that floor holds even if the 3,000 hours and the 100 supervision hours are both finished earlier (781.401(a)(1)(C); 781.403(b)(7)). Texas counts this in calendar months from the start of the filed Clinical Supervision Plan, not in weeks.

Run the arithmetic and the floor becomes real fast. An LMSW logging a full 40 hours a week reaches 3,000 hours in around 75 weeks, roughly 18 months. That LMSW still has about 6 more months of supervised experience to log, purely to satisfy the calendar requirement, before applying for LCSW. Someone working fewer hours a week may never hit this constraint at all, because their hour count naturally takes longer than 24 months to complete.

The 4-Hours-a-Week Clinical Rule

An LMSW working in a role that is not primarily clinical can still earn LCSW hours there, but only if the applicant works at least 4 hours a week providing clinical social work at that job (781.401(a)(1)(C)). Below that threshold, the setting does not qualify as a source of hours toward the 3,000, no matter how many total hours the LMSW works there.

The Clinical Supervision Plan form makes the same requirement concrete: it requires at least one listed practice location that provides 4 or more hours a week of direct clinical practice. An LMSW splitting time across a macro-level policy role and a part-time clinical caseload needs that clinical caseload to clear 4 hours a week on its own before any of it counts.

This is the rule that decides whether a case-management-heavy or macro social work job counts at all. It is worth confirming with a prospective LCSW-S before accepting a job offer, not after the plan is already filed.

Supervision, in Summary

An LMSW needs a minimum of 100 hours of supervisory sessions across the 3,000, occurring in proportion to the hours actually worked (781.401(a)(1)(D); 781.403(b)(8)). No more than 10 of those hours may be counted in any single month or 30-day period, which is the number that changes the arithmetic most people get wrong: an LMSW cannot bank a slow month's worth of supervision into a busy one, or front-load the 100 hours early and coast later.

A supervision hour runs a minimum of 60 minutes (781.102(50)). Individual supervision is one supervisee at a time (781.102(33)); group runs 2 to 6 (781.102(27)). Both formats can be delivered in person or over HIPAA-compliant audio or video (781.403(b)(4)-(5)). Only an LCSW with supervisor status, an LCSW-S, may supervise LCSW-track hours, and there is no stated limit on how many LCSW-S supervisors an LMSW can work with at once (781.402(a)(3); FAQ).

Run the numbers forward and the 100-hour floor is not hard to clear on a typical schedule: an LMSW working 30 or more hours a week with 1 hour of supervision a week accumulates roughly 104 supervision hours over 24 months, comfortably past the 100-hour minimum.

No Private Practice While Pursuing LCSW

An LMSW planning to apply for LCSW may not own or operate a private clinical practice (781.407(a)). This sits apart from the hour and month requirements, but it is a real constraint on how someone can structure their work during the 24 months: a solo private practice is off the table until the LCSW is in hand.

Exams and the LCSW Application File

Upgrading from LMSW to LCSW requires the following, in addition to the completed hour and month requirements.

The application itself also has to include, for every supervisor: their name and contact information, the beginning and ending dates of that supervision relationship, a job description for each position worked, the average hours of social work activity per week, written evaluations, and employment or pay documentation if BHEC requests it (781.405(b)(1)-(3)). Keeping this organized by supervisor from the first day of the plan saves a reconstruction project later.

What Never Counts Toward the 3,000

Field placement is a requirement of the MSW degree, not creditable experience toward LCSW. None of it counts, no matter how clinical the placement looked (781.401(a)(1)(B)). Hours only start counting once the LMSW is issued and a Clinical Supervision Plan is signed and filed with an LCSW-S; supervision received before that plan is on file does not count either, since the plan has to exist before hours accrue (781.405(a); 781.403(b)(2)).

Hours logged while either party's license is revoked, suspended, delinquent or expired are not accepted unless separately approved (781.403(g)). A gap in either the LMSW's or the LCSW-S's status quietly voids the hours logged during it.

One route skips the hour count entirely: an applicant who held an equivalent license in another state in good standing for the year immediately before applying can have the Texas experience requirement deemed met through that out-of-state equivalence (781.401(a)(1)(D)).
