How to Become an LCSW in Texas: The Complete Path

Becoming a Licensed Clinical Social Worker in Texas means an MSW, then the Texas LMSW license, then a Clinical Supervision Plan with an LCSW-S, then 3,000 hours of supervised clinical experience over at least 24 months, and finally the ASWB Clinical exam and the upgrade. The Structure

The Map: MSW to LCSW

The LCSW in Texas is issued by the Texas State Board of Social Worker Examiners, under the Texas Behavioral Health Executive Council (BHEC), and it does not have its own application from scratch. It is a reclassification of a license you already hold. The path runs through a full degree, a full practice license, and a supervised-experience period before the title on your record ever changes.

  3. File a Clinical Supervision Plan with an LCSW-S
  4. Complete 3,000 hours of supervised clinical experience over at least 24 full months
  5. Pass the ASWB Clinical exam

One structural point worth stating plainly before the steps below: the LMSW is a full, renewable practice license, not an associate registration. It renews biennially like the LCSW that follows it. There is no separate associate number, no 60-month clock, and no expiring credential sitting between the MSW and the LCSW; there is only an LMSW working under a signed Plan.

Step 1: Earn an MSW

Everything starts with an MSW, or a DSW, from a program accredited by the Council on Social Work Education (CSWE), or one in CSWE candidacy, that includes a field placement (22 TAC 781.401(a)(2)). BHEC checks the degree and the program's accreditation status directly; there is no separate coursework rule to satisfy on top of the accredited program itself.

Field placement does not count toward the 3,000 hours. It is a degree requirement, documented by your program, and entirely separate from the supervised experience you accrue later as an LMSW (22 TAC 781.401(a)(1)(B)).

An LBSW, the bachelor's-level social work license, cannot lead to LCSW on its own. LCSW runs through the master's-level LMSW, so an LBSW holder needs the MSW and the LMSW that follows it before a Clinical Supervision Plan is even relevant.

Step 2: Earn the LMSW License

With the MSW and field placement complete, you apply for the Texas LMSW license. The file BHEC expects: a passing score on the ASWB Masters exam, the Texas jurisprudence exam with a completion certificate no more than 6 months old, electronic fingerprints, an NPDB self-query, citizenship or SAVE verification, and the application itself (22 TAC 781.401(a)(2); 885.1).

The LMSW application fee is $109 (22 TAC 885.1). Once BHEC issues the license, you hold a full practice credential for clinical social work performed under supervision, not a temporary or associate status.

Step 3: Sign a Clinical Supervision Plan with an LCSW-S

Before any hour toward the LCSW counts, you and a Council-approved supervisor, an LCSW-S, sign the Clinical Supervision Plan and verification forms. The Plan has to be filed before hours accrue, not after the fact (22 TAC 781.405(a); 781.403(b)(2)).

This is the step that costs people months. Hours worked before the Plan is signed and filed do not count, regardless of how clinical the work was. Line up an LCSW-S and get the Plan on file first, then start logging hours.

Step 4: Complete the Supervised Experience

Once the Plan is filed, you accrue 3,000 hours of supervised professional clinical experience over at least 24 full months (22 TAC 781.401(a)(1)(C)). Unlike the LPC and LMFT Associate tracks in Texas, there is no direct-versus-indirect split; the verification form collects one number, total hours worked. Hours in a non-clinical setting can still count as long as you work at least 4 hours a week providing clinical social work (781.401(a)(1)(C)).

Alongside the hours, you need a minimum of 100 supervision hours with your LCSW-S, with no more than 10 hours counted toward that total in any one month or 30-day period (781.401(a)(1)(D); 781.403(b)(8)). An LMSW planning to apply for LCSW may not own or operate a private clinical practice while on this path (781.407(a)).

Step 5: Pass the ASWB Clinical Exam

Your LMSW was issued on the ASWB Masters exam. Moving to LCSW requires the ASWB Clinical exam, a different test at a higher tier (22 TAC 781.401(a)(1)(E)). You also need the Texas jurisprudence exam again, with a completion certificate dated no more than 6 months before BHEC receives your application (781.401(b)).

Schedule both once your hours and supervision totals are close to complete, not early in the 24 months, so neither certificate ages out before the rest of your file is ready.

Step 6: Apply for the Upgrade to LCSW

The move from LMSW to LCSW carries an upgrade fee of $24, which is a separate line item from the $120 LCSW application fee BHEC lists for the license itself (22 TAC 781.401(a)(1)(E); 781.405(b); 885.1). Do not conflate the two; both appear on the fee schedule, and the upgrade fee is what applies to someone already holding the LMSW.

The file itself needs a signed Clinical Supervision Verification Form from every LCSW-S you worked under, a current NPDB self-query, and fingerprints on file, plus this documentation for each supervisory relationship: names and contact information, beginning and ending dates, a job description, your average hours of social work activity per week, written evaluations, and employment or pay documentation on request (22 TAC 781.405(b)(1)-(3)).

For the timeline, the two hard numbers Texas actually gives you are the 24-full-month floor for the 3,000 hours (781.401(a)(1)(C)) and the fact that supervision has to extend to 24 full months even if the hours finish earlier (781.403(b)(7)). No one becomes an LCSW faster than that floor, regardless of how many hours they log in a week.

Moving to Texas

If You Already Hold an Out-of-State License

Social work in Texas has two paths for people moving from another state. If you held an equivalent license in good standing for one year immediately before applying, BHEC deems the experience requirement met (22 TAC 781.401(a)(1)(D)). Separately, social work has a 30-day temporary license for out-of-state license holders (22 TAC 781.411).

Do not confuse this with the LPC page. BHEC states plainly on its LPC page that "Texas does not offer reciprocity, licensure-by-endorsement, or temporary licensure". That statement is about the LPC track specifically. Social work has its own rules, including the one-year equivalence path and the 30-day temporary license described above.
After Licensure

Renewal, Once You Are Licensed

Every Texas social work license renews biennially, online, due the last day of the licensee's birth month, with renewal allowed up to 60 days early (22 TAC 883.1(a)-(b)). Worth stating again here: the LMSW renews too, unlike the LPC and LMFT Associate licenses in Texas, which are not renewable at all.

Social workers need 30 hours of continuing education per renewal period, including 6 hours in ethics and 3 hours designed to ensure competency when providing services to a distinct population, with at least half the hours from a provider listed in 22 TAC 781.501, effective since January 1, 2024.
