What the Upgrade Actually Is
The upgrade is an online application for LPC filed by a current LPC Associate (22 TAC 681.72(b)), submitted through BHEC's licensing system. There is no separate application fee attached to it. The Texas State Board of Examiners of Professional Counselors, under the Texas Behavioral Health Executive Council (BHEC), states this plainly on its own upgrade checklist: "THERE IS NO FEE FOR THE UPGRADE APPLICATION."
That is unusual. The other two Texas behavioral health tracks both charge to upgrade. Compare the LPC upgrade against its counterparts in the same fee schedule (22 TAC 885.1):

The LPC upgrade application is the only one of the three with no fee. The jurisprudence exam and an NPDB self-query are still required.
When You Are Eligible
Eligibility rests on the same numbers that define the LPC Associate license itself: 3,000 total clock-hours of supervised experience, at least 1,500 of them direct client contact, spread across a minimum of 18 months (22 TAC 681.92(a)-(c)). For hours earned in Texas as an LPC Associate, the experience must be earned after the license was issued (681.91(c), 681.93(f)(1)); the rules give separate treatment to out-of-state licensees (681.72(a)(8), 681.114(b)).

Notice that two of the five items carry their own 6-month clock: the jurisprudence certificate and the NPDB self-query. Both can expire while the rest of the file sits ready, so line them up last rather than first.
Fingerprints matter because BHEC has run an electronic background check on every applicant since September 1, 2020. The upgrade checklist asks for fingerprint information only if you have not yet completed a background check, and the Council may require an updated check at any time (22 TAC 882.40(b)). The NPDB self-query works differently: it is a query against your own record in the National Practitioner Data Bank, required with every application BHEC processes, upgrade included, not a one-time step reserved for licensure itself.
The Jurisprudence Exam, Twice
Note that the Texas LPC jurisprudence exam is required at the LPC Associate application, and required again at the upgrade to full LPC. It is not a one-time credential. The upgrade rule requires a certificate dated no more than six months before the application is received (22 TAC 681.72(b)(3)), and 882.5 says no more than 6 months prior to submitting an application, so a certificate earned years earlier at the Associate stage will not satisfy either wording.
The exam costs $39 each time (885.1). Taking it a second time is not an error or a sign your first attempt did not count; it is a fixed part of the upgrade file.
"Supervision Logs Will Not Be Accepted"
BHEC's upgrade checklist says this without hedging. Neither the optional BHEC Supervision Hours Log nor a personal spreadsheet, however carefully kept, is a valid upgrade document. Both are tracking aids: useful for arriving at accurate totals along the way, but not something BHEC will read as proof of your hours.
What satisfies the file is the Supervised Experience Documentation form (SED, current version revised May 4, 2026), one from each supervisor. The supervisor completes and submits it (the Associate fills in the identity block at the top and signs an attestation) within 30 days of the end of supervision or the completion of the Associate's required hours, whichever comes first (22 TAC 681.93(d)). The completed form goes by email to counseling@bhec.texas.gov.
Ask a departing supervisor for the SED at the time they leave, not years later. The 30-day clock starts the moment supervision ends, and a supervisor who has moved on, changed jobs, or lost track of your hours is much harder to reach for a signature after the fact than while the relationship is still active.

What Does Not Stop at 3,000 Hours
Reaching 3,000 hours ends the hour count, not the supervision requirement. An LPC Associate remains under supervision until the LPC license is actually issued (22 TAC 681.91(i)). Keep a Council-approved supervisor in place through the entire review period rather than treating the hour count as the finish line.

BHEC publishes processing times (22 TAC 882.9), and current times are posted on BHEC's own processing-timelines page and move throughout the year, so check that page directly rather than planning around an estimate from anywhere else.
Order received means exactly that. An upgrade filed in January does not move ahead of one filed the previous December just because that applicant finished their hours sooner. The checklist sets six weeks as the point at which you may contact staff about a file you have not heard about.
What Changes, and What Begins
Two things change the moment the LPC license issues. A full LPC practices without an LPC-S (22 TAC 681.2(13)). And the name disclosure obligation ends, because it attaches to the Associate status specifically, not to the person. As an Associate, every piece of marketing, billing, website copy, and intake documentation had to carry "supervised by (name of supervisor)" next to your name (22 TAC 681.91(m)). As an LPC, that requirement is gone.
Something else begins in its place: renewal. The LPC license renews biennially for $141 (885.1), and each renewal period requires 24 hours of continuing education, including at least 6 hours of ethics and 3 hours on distinct populations and competency, plus the jurisprudence exam again every renewal period, according to BHEC's own LPC renewal page. None of that applied while you were an Associate, since the 60-month LPC Associate limit is a fixed expiration, not a renewable license.
In short, the upgrade trades a disclosure requirement and a hard expiration date for a recurring CE and renewal cycle. Neither status is permanent without upkeep; the upkeep just changes shape.
Full LPC status also opens a path that was closed as an Associate: becoming a supervisor yourself. An LPC only qualifies for LPC-S, Council-approved supervisor status, after being licensed as a full LPC in good standing for at least 60 months, plus a doctoral supervision course or the 40-clock-hour supervisor training (22 TAC 681.91(a)(4), 681.72(d), 681.147). That clock starts the day the upgrade issues, not before.
Common Mistakes on the Upgrade File
These are the errors that turn a free, straightforward upgrade into a delayed one.
Sending a supervision log or spreadsheet instead of the SED
The upgrade checklist is explicit: supervision logs will not be accepted. A personal spreadsheet, however accurate, is not a substitute either.
Letting the jurisprudence certificate go stale
The certificate has to be dated within 6 months of BHEC receiving the application. Take the exam late in the process, not early, so it does not expire before the rest of the file is ready.
Letting the NPDB self-query expire alongside it
The NPDB self-query carries its own 6-month validity window. Pull both the jurisprudence certificate and the self-query close to submission, not months apart.
Waiting years to ask a former supervisor for the SED
A supervisor has 30 days from the end of supervision to file the SED. Ask for it at the time the relationship ends, while contact information and hour totals are still fresh.
Ending the supervisory relationship at 3,000 hours
Supervision continues until the LPC license is actually issued, not until the hour count clears. Keep a Council-approved supervisor in place through the review period.
