No Direct-Indirect Split on the LCSW Track
22 TAC Chapter 781 sets no direct-versus-indirect split for LCSW hours. The Clinical Supervision Verification Form asks for one figure: "Total hours of supervised professional clinical experience worked" (Verification form §III). That is unusual among the Texas licensure tracks.
The Texas LPC Associate hours requirements track next door does split direct and indirect hours, with a 1,500-hour direct-contact floor built into the rule. An LMSW who has read a guide written for that track, or for a different state, arrives here looking for a bucket system that does not exist on this one.
The real question on the LCSW track is not which bucket an hour belongs in. It is whether the hour qualifies as supervised professional clinical experience at all. Two rules answer that: the definition of clinical social work in 781.102(9), and the requirement that a non-clinical job still clear 4 hours a week of clinical work to generate any hours (781.401(a)(1)(C)).
What 781.102(9) Actually Says
Rule 781.102(9) defines clinical social work as "a specialty within the practice of master social work that requires applying social work theory, knowledge, methods, ethics, and the professional use of self to restore or enhance social, psychosocial, or bio-psychosocial functioning of individuals, couples, families, groups..."
Three clauses do the work in that sentence. First, "applying social work theory, knowledge, methods" means the LMSW is using a clinical framework, not just spending time near a client. Second, "the professional use of self" means the LMSW's own clinical judgment and relationship with the client is part of the intervention, not incidental to it. Third, the aim has to be "to restore or enhance" functioning: the work has to be pointed at changing how the client, couple, family or group is doing, not simply observing or logging it.
An hour that satisfies all three clauses counts, regardless of what the job title or the employer calls it. An hour that satisfies none of them does not count, even if it happens inside a clinical agency. Everything in the activity table below runs through this same test.
The 4-Hours-a-Week Clinical Rule
For anyone whose job is not a therapy caseload all day, this is the real gate. Hours earned in a non-clinical setting may still count "if the applicant works at least 4 hours per week providing clinical social work" (781.401(a)(1)(C)). The Clinical Supervision Plan form makes the same point concrete: it requires at least one listed practice location that provides 4 or more hours a week of direct clinical practice.
Run the math over the 24-month floor and the size of the gate becomes clear. An LMSW whose only clinical work is exactly 4 hours a week, for the full 24 months, produces roughly 416 clinical hours from that job alone, far short of 3,000. Clearing the weekly floor makes a job eligible; it does not by itself get anyone to the total. Most LMSWs on this track need either a larger clinical caseload or a second position that clears the same 4-hour weekly minimum.
The 4 hours a week has to be clinical, not just client-facing. Time spent on a caseload that is mostly case management or coordination does not automatically satisfy this floor. Confirm with your LCSW-S, before accepting a position, that the clinical portion of the role actually clears 4 hours a week under the 781.102(9) definition.
What Counts, Activity by Activity
Texas does not publish an activity list for LCSW the way some states publish for other license types. The board applies the 781.102(9) definition and the weekly clinical floor to whatever log and job description a supervisor submits. The table below runs common activities through that same test, and says plainly where Chapter 781 is silent instead of guessing.

Where the table says an activity is not addressed in Chapter 781, that is not a workaround to try. It is a real gap in the rule, and the LCSW-S who signs the plan and the verification form is the one taking responsibility for the call.
Why the Single Number Still Needs a Careful Log
The Clinical Supervision Verification Form asks for one total per supervisor, but that total is not something the LCSW-S can estimate at the end. The rule requires the supervisor to keep a log of experience and supervision hours, with the date and duration of each meeting and the accumulated clinical hours, from the start of the Clinical Supervision Plan and verification forms (781.403(b)(1)).
The LCSW application asks for more than the final number too: a job description for each position worked, and the average hours of social work activity per week for each one (781.405(b)(1)-(3)). Somebody has to be able to defend the single total on the verification form against that underlying detail, which means the LMSW's own weekly log needs to hold up to the same scrutiny as the supervisor's.

The Work Decides, Not the Job Title
Nothing in 781.102(9) or 781.401(a)(1)(C) refers to an employer type, a job title, or a place of work. The test is the activity itself and the 4-hours-a-week clinical minimum, wherever that activity happens. A community mental health job, a hospital job and a private group practice job can all generate hours, and a job at any of them can also fail to, depending on what the LMSW is actually doing week to week. One setting is off-limits outright, regardless of the work performed there: an LMSW planning to apply for LCSW may not own or operate a private clinical practice (781.407(a)). That is the one place where the setting itself, not the activity inside it, decides the answer.
Common Mistakes
These are the errors that show up most often when an LMSW is deciding what belongs in the clinical experience total.
Assuming a direct/indirect split applies here too
It does not. That split belongs to the Texas LPC Associate track. The LCSW verification form asks for one combined clinical experience total.
Treating case management as automatically in or automatically out
Chapter 781 does not name case management. Whether a given task counts turns on whether it applies clinical theory and method to a client, not on the job title on the org chart.
Missing the 4-hours-a-week clinical floor in a mostly administrative job
A role that never clears 4 hours a week of clinical social work does not generate hours toward the 3,000, no matter how many total hours the LMSW works there.
Confusing supervision hours with clinical hours
The verification form tracks these as two separate figures: one toward the 100-hour supervision minimum, one toward the 3,000-hour clinical total. They are not interchangeable.
Logging a single total with no detail behind it
The LCSW-S has to keep a dated log of each meeting and accumulated clinical hours (781.403(b)(1)). A round number with no supporting detail is hard to defend if BHEC asks questions.
Opening a private practice while still on a Clinical Supervision Plan
An LMSW planning to apply for LCSW may not own or operate a private clinical practice (781.407(a)). Working as an employee somewhere else is different and allowed.
