What the BBS Fee Reduction Is, When It Applies, and Why
What: The California Board of Behavioral Sciences (BBS) is temporarily reducing most of its fees by 50%. The cut applies broadly across associate registration and renewal, the licensure application, license issuance and renewal, and the two BBS exams.
When: The reduction applies to payments made July 1, 2026 through June 30, 2030 — a four-year window. The deciding factor is the date you actually pay. A qualifying fee paid on or after July 1, 2026 is charged at the reduced rate; the same fee paid before that date is charged at the full rate.
Why: The reduction is authorized under Business and Professions Code §128.5(b), which lets the Board draw down its reserve fund to lower fees temporarily. Because it relies on reserves rather than a permanent change to the fee schedule, it is time-limited by design.

Fees That Are NOT Reduced
The reduction only touches fees the BBS itself charges. Several costs on the licensure path are set by other agencies and are not part of the reduction — don't budget them at half price:
- ✓DOJ Live Scan fingerprint fee — $49, plus a variable Live Scan "rolling" fee set by each fingerprinting site. These are paid for fingerprint processing and are not BBS fees.
- ✓ASWB Clinical Examination fee — $260, set by the Association of Social Work Boards (ASWB) for LCSW candidates. The BBS does not set or collect this fee.
- ✓NCMHCE fee, set by the National Board for Certified Counselors (NBCC) for LPCC candidates. It, too, sits outside the BBS reduction.
Note that the LMFT Clinical Exam is a BBS exam and is reduced (see the table above). The ASWB and NCMHCE exams belong to the LCSW and LPCC tracks respectively and are administered by outside organizations, which is why they are not affected.
Timing Your Payment: The Rule That Saves You Money
The single most useful thing to understand is that the payment date is what counts. Fees paid before July 1, 2026 are charged at the existing (higher) schedule and are not refundable — there is no retroactive credit if you pay early and the reduction kicks in later.
So if you have a renewal, an associate registration, or a licensure application coming up and you can reasonably time the payment to on or after July 1, 2026, you'll pay half. The reduced amount applies automatically — there's no form to file or discount to claim.
Don't let a registration or license lapse to chase the discount. Associate registrations and licenses have firm renewal deadlines, and lapsing carries real consequences — you generally can't practice or accrue hours on a lapsed registration, and reinstatement can cost more and take time. Time your payment to the window only when you can do so within your deadlines, not by missing them.
And remember the window has an end: after June 30, 2030, the Board may restore the full fee schedule, evaluating its reserve balance, operating costs, and other factors. Steps you complete after that date should be budgeted at the standard amounts.
What This Means for You
The same rule plays out differently depending on where you are on the path. A few common cases:
You're an AMFT (or APCC/ASW) with a renewal coming up
Associate renewal drops from $150 to $75 for payments made in the window. If your renewal date already falls on or after July 1, 2026, you'll simply pay the lower amount. If it falls just before, don't miss your deadline to chase the savings — renew on time at the standard rate; later renewals inside the window will be reduced.
You're about to register as an ASW (or AMFT/APCC)
Associate registration drops from $150 to $75. Registration is the gateway to accruing post-degree supervised hours, so the bigger cost of waiting is usually lost hours, not the $75. If you're ready to start accruing, the time saved typically outweighs the fee difference — but if your timeline naturally lands on or after July 1, 2026, you get the lower fee anyway.
You're applying for licensure after the date
If you finish your hours and apply on or after July 1, 2026, several reduced fees stack in your favor: the licensure application ($250 to $125), initial license issuance ($200 to $100), and — for LMFT candidates — the Clinical Exam ($250 to $125). Just remember the ASWB exam (LCSW) and NCMHCE (LPCC) are set by outside agencies and stay at full price.
Finishing sooner still beats the discount. The fee reduction trims a few hundred dollars, but the avoidable cost on this path is time — extra renewal cycles and disqualified weeks of hours cost far more. Estimate your timeline with the LMFT hours calculator and keep your weeks clean so nothing gets thrown out and re-done.
BBS Fee Reduction 2026: Common Questions
What is the BBS fee reduction?
The BBS fee reduction is a temporary 50% cut to most fees charged by the California Board of Behavioral Sciences. Authorized under Business and Professions Code §128.5(b), the Board is drawing down its reserve fund to reduce fees for a limited four-year window. It covers associate registration and renewal (AMFT, APCC, ASW), the licensure application (LMFT, LPCC, LCSW), initial license issuance, biennial license renewal, the California Law & Ethics Exam, and the LMFT Clinical Exam. It does not cover fees set by other agencies, such as the DOJ Live Scan fee, the ASWB exam, or the NCMHCE.
When does the BBS fee reduction take effect?
The reduction applies to payments made July 1, 2026 through June 30, 2030 — a four-year window. What matters is the date you actually pay: a qualifying fee paid on or after July 1, 2026 is charged at the reduced rate, while the same fee paid before that date is charged at the full rate. As of June 2026 the standard (higher) amounts still apply.
How much will I save with the BBS fee reduction?
Each covered fee is cut roughly in half. Associate registration and associate renewal drop from $150 to $75, the licensure application from $250 to $125, initial license issuance from $200 to $100, active biennial license renewal from $200 to $100 (inactive from $100 to $50), the California Law & Ethics Exam from $150 to $75, and the LMFT Clinical Exam from $250 to $125. Your total savings depend on which steps you complete between July 1, 2026 and June 30, 2030.
Do I need to do anything to get the lower fee?
No special application is required. The reduced amount is applied automatically to qualifying fees paid on or after July 1, 2026. There is nothing to claim — you simply pay the reduced amount shown for payments made during the window. The only thing within your control is timing: if you can reasonably pay a covered fee on or after July 1, 2026 rather than before, you pay half.
If I already paid, can I get a refund?
No. Fees paid before July 1, 2026 are charged at the existing (higher) schedule and are not refundable. There is no retroactive credit or refund for payments made before the reduction window begins. The reduced rate applies only to payments made on or after July 1, 2026.
Which fees are NOT reduced?
Only BBS fees are reduced. Fees set by other agencies are not part of the reduction: the DOJ Live Scan fingerprint fee ($49) and the variable Live Scan rolling fee charged by each fingerprinting site; the ASWB Clinical Examination fee ($260, set by ASWB, for LCSW candidates); and the NCMHCE fee (set by NBCC, for LPCC candidates). These are paid to other organizations and are unaffected by the BBS reduction.
Will fees go back up after 2030?
Possibly. The reduction is temporary and applies only to payments made through June 30, 2030. After that date, the Board may restore the full fee schedule, evaluating factors such as its reserve balance and operating costs. Plan on the standard (higher) amounts for any step you complete after the window closes, and confirm current fees at bbs.ca.gov.
Spend Less by Finishing Cleaner
A lower fee is a nice tailwind — but the biggest avoidable cost on the road to licensure is time. Every extra renewal cycle, every re-taken exam, and every disqualified week of hours adds real money on top of the BBS fees. The best way to keep your total down is to log your supervised hours accurately from week one, so nothing gets thrown out and re-done.
HourJourney was built for California pre-licensed therapists. It enforces the BBS supervision rules as you log, tracks your progress against every requirement, and generates pre-filled BBS PDF forms when you're ready to apply — so you finish sooner, with fewer renewals to fund.
