Who May Hold an LCSWA
The associate license is open to a holder of an MSW or DSW from a CSWE program, and no exam is required to receive the LCSWA itself (G.S. 90B-7(f)). The clinical exam comes later, only after two years of clinical practice have been documented with the Board (21 NCAC 63 .0209(a)).
The NCSWCLB is one of three independent North Carolina boards that license pre-licensed clinicians. It regulates only the LCSWA and LCSW. The North Carolina Board of Licensed Clinical Mental Health Counselors and the North Carolina Marriage and Family Therapy Licensure Board run separate credentials under separate rule chapters; none of the three boards' rules carry over to another.
The LCSWA Application
The application fee is $145 (21 NCAC 63 .0208), filed through the NCSWCLB's online portal and lookup system at ncswb.igovsolution.net. As of March 30, 2026, applications also require Form SSA-89, per a notice on the Board's homepage citing HB 926 (S.L. 2025-94); that act does not amend Chapter 90B or 21 NCAC 63 itself.
Practicum or internship experience gained as part of an educational program is excluded from the hours that follow, with no partial credit (21 NCAC 63 .0211(a)(1)).
The Paperwork Before Practicing With Clients
Three items go on file with the Board before an LCSWA sees a client. First, an emergency crisis plan: the associate must have "immediate access to at least one licensed mental health professional who has agreed to provide to them emergency clinical consultation," where "'immediate' shall mean within one hour" (21 NCAC 63 .0210(b)). One plan is required per practice location, and a change to it must be resubmitted "within seven days of any change" (21 NCAC 63 .0210(b)).
Second, an Employment Verification form covering the employer, the job description, whether the associate is authorized to provide clinical services, whether the supervisor is on-site or off-site, whether the position is paid by fee or salary, and whether it is full-time, part-time or as-needed (21 NCAC 63 .0210(c)).
Third, a Position Statement on Clinical Supervision, signed by the LCSW supervisor before supervision starts, and signed again on any change of supervisor (Position Statement on Clinical Supervision, amended 05/01/26).
Supervision Until the LCSW Is Issued
An LCSWA practices under the supervision of a licensed clinical social worker, or a Board-approved alternate, "until the qualifying examination has been passed and the Licensed Clinical Social Worker license is issued" (21 NCAC 63 .0210(d)). Reaching the 3,000-hour total or the 100-hour supervision minimum does not end the requirement; only the LCSW license itself does.
The rate, the group cap and who is eligible to supervise are covered in North Carolina LCSWA supervision requirements. One direction matters for eligibility here: the Position Statement bars supervision by the associate's own therapist, parent, spouse, former spouse, sibling, child, employee, household member, or anyone in a romantic, domestic or familial relationship, but "a supervisor shall not be considered an employee of the associate licensee if the only compensation received by the supervisor is payment for actual supervisory hours" (Position Statement on Clinical Supervision, amended 05/01/26). An LCSW who works for the same employer, without being the associate's own employee, is not on that list.
LCSWA Forms
The LCSWA Six-Month Review is the only NCSWCLB form that records hours, and it asks for individual and group in-person supervision hours, individual and group technology hours, and clinical practice hours for the period (21 NCAC 63 .0210(e)). Keeping those categories separate by week and by employer from the first day of practice avoids reconstructing six months of history right before a review is due.
| Form | Revision | Who Submits | Records Hours? |
|---|---|---|---|
| LCSWA Six-Month Review | 2022.05.17 | Associate and LCSW supervisor, every six months; one per employer and per supervisor | Yes |
| Position Statement on Clinical Supervision | Amended 05/01/26 | LCSW supervisor signs; before practice, and again on a supervisor change | No |
| Emergency Crisis Plan | 2024.07.16 | Associate; per location, before practice | No |
| Employment Verification (for LCSWA) | 2022.05.17 | Associate and employer; per employer | No |
| Clinical Exam Request Form | v20260526 | Associate, with supervisor attestation | No |
| LCSW Short-Form Application | v20260326 | Associate and supervisor | CE log only |
| Request for Additional Supervision via Technology | 2023.05.09 | LCSW supervisor | No |
| LCSWA Renewal | 2025.01.24 | Associate | CE only |
The Two-Year License and Renewal
An associate license "may not be issued for a period exceeding two years" (G.S. 90B-7(f)). Renewal, or the LCSW application, is due "at least 30 days prior to the expiration of the associate's license" (21 NCAC 63 .0210(f)). The renewal fee is $140 (21 NCAC 63 .0403(b)), with 40 continuing education hours required per two-year cycle, including 4 hours of ethics (21 NCAC 63 .0401(a), (b)).
A separate Six-Month Review document is required for each place of employment worked during the review period, and a change of supervisor calls for an updated Position Statement (Board LCSWA FAQs).
The Six-Year Limit and Hour Expiry
The associate must complete all requirements for LCSW licensure "within three renewal cycles, or a total of six years, unless otherwise directed by the Board" (G.S. 90B-7(f)). Inside that same statute: "Supervision and experience hours acquired under an associate license shall expire six years from the date of initial associate license issuance, and expired supervision and experience hours shall not apply toward future licensure" (G.S. 90B-7(f)).
The six-year clock keeps running whether the associate is actively working or not. "Non-practicing status does not stop the time clock," per the Board's Renewal FAQs. Time spent not practicing is not paused or credited back.
After six years, an applicant may apply for a new associate license, but "the Board shall not issue a subsequent associate license to an applicant until the applicant has passed the qualifying examination required by the Board" (G.S. 90B-7(f)).
LCSWA vs LCSW
| LCSWA | LCSW | |
|---|---|---|
| Supervision | Required, until the LCSW is issued (21 NCAC 63 .0210(d)) | Not required |
| Clinical exam | Not yet taken | Passed (21 NCAC 63 .0209(a), (f)) |
| License term | Up to two years (G.S. 90B-7(f)) | Two-year renewal cycle (G.S. 90B-9(a); 21 NCAC 63 .0401(a)) |
| Time limit | Six years total (G.S. 90B-7(f)) | None stated |
An LCSWA upgrades to LCSW on the LCSW Short-Form Application once every requirement is met, including a final Six-Month Review; the Board's FAQ says that review "may take a minimum of 30 days" (Board LCSWA FAQs).
Common Mistakes on the LCSWA
Assuming any employer relationship bars supervision
The Position Statement bars a supervisor who is the associate's own employee, parent, spouse, sibling, child or similar relation. Its list does not include an LCSW who works for the same employer and is not the associate's employee.
Reading a rule's exact wording as something looser
Supervision must be conducted no less than once every two weeks, with at least one hour of supervision during every 30 hours of experience (21 NCAC 63 .0211(a)(3)). Log against the rule's own words, not a paraphrase of it.
Counting practicum or internship hours toward the 3,000
Practicum or internship experience gained as part of an educational program is excluded from the total, with no partial credit (21 NCAC 63 .0211(a)(1)).
Treating the two-year license term as the outer limit
An associate license runs up to two years at a time, but it renews. The total time allowed to complete LCSW requirements is three renewal cycles, or six years, from the date the associate license was first issued (G.S. 90B-7(f)).
Assuming non-practicing status pauses the six-year clock
The Board's Renewal FAQs state that non-practicing status does not stop the time clock. The six-year period and hour expiry keep running regardless.
Applying a counselor or MFT board rule to an LCSWA
North Carolina runs three independent boards. The NCSWCLB's LCSWA rules in 21 NCAC 63 do not carry over to the LCMHCA rules in 21 NCAC 53 or the LMFTA rules in 21 NCAC 31.

FAQ: LCSWA in North Carolina
What does LCSWA mean?▾
LCSWA stands for Licensed Clinical Social Worker Associate. North Carolina General Statute 90B-3(6b) defines it as a person issued an associate license to provide clinical social work services under G.S. 90B-7(f). It is the license a social worker holds while working under supervision toward the LCSW. The North Carolina Social Work Certification and Licensure Board's Continuing Education Information page describes the LCSWA as the credential formerly called P-LCSW; the date of that rename is not published.
Who can apply for an LCSWA in North Carolina?▾
An applicant needs an MSW or DSW from a CSWE program (G.S. 90B-7(f)). No exam is required to receive the associate license itself; the clinical exam comes later, after two years of clinical practice have been documented with the Board (21 NCAC 63 .0209(a)). The application goes through the NCSWCLB's online portal for a $145 fee (21 NCAC 63 .0208), and applications now require Form SSA-89 as of March 30, 2026 (Board homepage).
What paperwork does an LCSWA need before practicing?▾
Three items must be on file first: an emergency crisis plan giving immediate, within-one-hour access to a licensed mental health professional for emergency consultation (21 NCAC 63 .0210(b)); an Employment Verification form describing the employer, job duties and supervision arrangement (21 NCAC 63 .0210(c)); and a Position Statement on Clinical Supervision signed by the LCSW supervisor (Position Statement on Clinical Supervision, amended 05/01/26). A new Position Statement is filed again if the supervisor changes.
How long does supervision last for an LCSWA?▾
An LCSWA practices under the supervision of a Licensed Clinical Social Worker, or a Board-approved alternate, until the qualifying examination has been passed and the LCSW license is issued (21 NCAC 63 .0210(d)). Supervision does not end when the 3,000-hour total or the 100-hour supervision minimum is reached. It ends only once the LCSW license itself is issued.
How long can someone hold an LCSWA license?▾
An associate license may not be issued for a period exceeding two years, and the associate must complete all LCSW licensure requirements within three renewal cycles, or a total of six years, unless the Board directs otherwise (G.S. 90B-7(f)). Supervision and experience hours acquired under an associate license expire six years from the date the associate license was initially issued, and expired hours do not apply toward future licensure (G.S. 90B-7(f)). The Board's Renewal FAQs add that non-practicing status does not stop that six-year clock.
What is the difference between LCSWA and LCSW?▾
The LCSWA is an associate license: the holder works under required supervision while completing the 3,000-hour experience requirement (21 NCAC 63 .0211(a)(1)). The LCSW is the full, independent clinical license. An LCSWA becomes eligible for the clinical exam only after two years of clinical practice have been documented with the Board (21 NCAC 63 .0209(a), (f)), and upgrades on the LCSW Short-Form Application once every requirement, including the final Six-Month Review, is complete (Board LCSWA FAQs).
Was LCSWA previously called something else?▾
The North Carolina Social Work Certification and Licensure Board's Continuing Education Information page states that the LCSWA credential was formerly called P-LCSW. The Board has not published a date for when that name changed, and this page does not guess one.
Can an LCSWA be supervised by someone at their own employer?▾
Yes. The Position Statement on Clinical Supervision bars supervision by the associate's own therapist, parent, spouse, former spouse, sibling, child, employee, household member, or anyone in a romantic, domestic or familial relationship with the associate, due to conflict of interest. The list runs in one direction: the supervisor may not be the associate's employee. An LCSW who works for the same employer as the associate, without being the associate's own employee, is not on that list.
