LCMHCA in North Carolina: The Associate License Explained

LCMHCA stands for Licensed Clinical Mental Health Counselor Associate, the license a counseling graduate holds while completing supervised practice toward the North Carolina LCMHC requirements. North Carolina's own statute defines it: "a person engaged in the supervised practice of counseling who holds a license as a licensed clinical mental health counselor associate" (G.S. 90-330(a)(2a)). This page covers the title rule, how the license is obtained, the supervision contract that has to be approved before an hour counts, and what happens at renewal.

The Definition

What Is an LCMHCA?

North Carolina's General Statutes define the license directly: a licensed clinical mental health counselor associate is "a person engaged in the supervised practice of counseling who holds a license as a licensed clinical mental health counselor associate" (G.S. 90-330(a)(2a)). The license is issued by the North Carolina Board of Licensed Clinical Mental Health Counselors (NCBLCMHC), and every LCMHCA license number carries an "A" prefix.

The person holding it works under a Board-approved supervision contract while accumulating the hours the LCMHC license requires (21 NCAC 53 .0702).

The Hours

The Hours Behind the License

An LCMHCA works toward a minimum of 3,000 hours of supervised clinical mental health practice, at least 2,000 of them direct counseling experience, gained at a rate of no more than 40 hours a week (G.S. 90-336(c)(2); 21 NCAC 53 .0205(a)). The Board's LCMHCA page lists the remaining category as indirect counseling experience; the rule sets no separate cap on it, so 1,000 hours is arithmetic, the gap between the 3,000-hour total and the 2,000-hour direct minimum, not a stated requirement of its own.

Supervision runs on its own math. The rule requires "a minimum of one hour of individual or two hours of group clinical supervision per 40 hours of supervised professional counseling practice" (21 NCAC 53 .0208), and separately sets a floor of "at least 100 hours of clinical supervision ... documented during the 3000 hours of supervised clinical mental health practice," no less than three-quarters of it individual (21 NCAC 53 .0205(a)). As arithmetic, one individual hour per 40 across 3,000 hours of practice comes to 75 hours of supervision; the rule's separate 100-hour floor is higher. Individual clinical supervision hours do not count toward the 40 hours of supervised professional practice (21 NCAC 53 .0208).

Title Rules

Using the Title

Using the title without holding the license is against the law. "It shall be unlawful for any person who is not licensed under this Article to engage in the practice of counseling, use the title 'Licensed Clinical Mental Health Counselor Associate,' 'Licensed Clinical Mental Health Counselor,' or 'Licensed Clinical Mental Health Counselor Supervisor,' use the letters 'LCMHCA,' 'LCMHC,' or 'LCMHCS,'" or use any facsimile or combination of them (G.S. 90-331).

The restriction reaches the application period itself. The Board's applying page states that applicants "may not use the term LCMHCA, LCMHC, LCMHCS or any variation of the term until they have received notice from the Board." An accepted application is not the same as a granted license; the title waits for the Board's notice.

Getting Licensed

Getting the LCMHCA License

For applications filed on or after July 1, 2025, the degree requirement is 60 semester hours or 90 quarter hours of graduate training in counseling or a related field from a CACREP-accredited program, including at least 3 semester hours in each of three specific areas: an introduction to clinical mental health counseling with professional issues and ethics, a practicum and clinical mental health internship, and appraisal and assessment of mental health disorders using the DSM (21 NCAC 53 .0701(2), (5)).

Alongside the degree, an applicant sits for a national exam, either the NCE, the NCMHCE or the CRC (21 NCAC 53 .0305(a)), and a jurisprudence exam. The jurisprudence exam is "a no fail" test, "required for licensure application at each level ... and for each consecutive renewal period," taken within six months before the application or within six months before the license expires (21 NCAC 53 .0305(c)).

The application itself is online only, filed through the Counselor Gateway portal; the Board does not accept paper applications by mail (Board pages). The application fee is $200 under rule for the LCMHCA, LCMHC and LCMHCS applications alike (21 NCAC 53 .0501); the Board's own applying pages list $238 total, which includes a $38 criminal background check fee.

Before Any Hour Counts

The Supervision Contract

An LCMHCA does not start accruing hours by starting a job. The supervision contract form has to name the supervisor, the supervisor's contact information, the modality of supervision, the frequency of supervision, and "the name and physical location of the site where the proposed supervision will take place" (21 NCAC 53 .0702(1)(a)-(e)).

The contract is tied to both the setting and the supervisor. "A separate supervision contract form shall be filed for each separate work setting" (21 NCAC 53 .0702(1)), and "if receiving supervision from more than one supervisor, a separate supervision contract form shall be filed for each individual qualified clinical supervisor" (21 NCAC 53 .0702(2)). An LCMHCA working two jobs, or seeing two supervisors, files a contract for each.

The contract has to be approved before supervision starts, and the Board is direct about the consequence of skipping that step. The Supervision Contract form (Revised 12/18/2025) states the contract "must be received and approved by the NCBLCMHC prior to initiation of supervision," and that "hours accrued without a Board-approved contract on file will not be accepted." The Board's LCMHCA page describes contracts as "usually reviewed within 2 weeks of receipt."

While the License Is Active

Practicing Only Under Supervision, and Reporting When It Stops

The rule is stated as a flat condition on the license: "A licensed clinical mental health counselor associate shall only provide counseling while under the supervision of a qualified clinical supervisor" (21 NCAC 53 .0702(5)). The full mechanics of that supervision, the 1-hour-individual or 2-hour-group rate per 40 hours of practice and the 100-hour minimum, are covered in North Carolina LCMHCA supervision requirements.

The reporting duty this section covers belongs to the associate, not the supervisor. "If not receiving supervision, the licensed clinical mental health counselor associate shall report such to the Board. A report shall be submitted to the Board within two weeks of termination of supervision and within two weeks of a change in the conditions specified in the supervision contract form on file with the Board" (21 NCAC 53 .0702(4)). Losing a supervisor, or changing anything the approved contract describes, starts that two-week clock for the associate.

Term and Renewal

License Term, Renewal and Continuing Education

A newly issued LCMHCA license "shall be effective upon the date of issuance by the Board and shall expire on the second June 30 thereafter," so the first term may run less than two years; every renewal after that runs the full two-year cycle, July 1 to June 30 (21 NCAC 53 .0601).

An LCMHCA whose supervised hours are not finished when the license expires does not lose the license. "A licensed clinical mental health counselor associate shall renew his or her license as a licensed clinical mental health counselor associate if the supervision requirements to become a licensed clinical mental health counselor have not been completed prior to the expiration of the license" (21 NCAC 53 .0702(6)). No rule states a limit on how many times an LCMHCA license can be renewed this way.

Renewal carries the same continuing education requirement as the full license: 40 contact hours per two-year period, including 3 in ethics, reduced to 30 contact hours (still 3 in ethics) if the first renewal period runs less than two years (21 NCAC 53 .0603(b)). The jurisprudence exam, required at every renewal as well as at application, counts for 5 of those contact hours in ethics (Board Renewals page).

Moving to LCMHC

Timing the Move to LCMHC

The rule that closes the LCMHC application section sets the window for filing: "To prevent a lapse in licensure, licensed clinical mental health counselor associates who desire to become licensed clinical mental health counselors shall complete the application process for the licensed clinical mental health counselor licensure no earlier than 60 days prior to expiration of their licensed clinical mental health counselor associate license or upon completion of the supervised professional practice hours as set forth in Rule .0208 of this Chapter to allow for administrative processing and Board action" (21 NCAC 53 .0701, closing paragraph). An LCMHCA can file once the supervised practice hours in Rule .0208 are complete, or within 60 days of the LCMHCA license's own expiration, whichever comes first.

Pitfalls

Common Mistakes on the LCMHCA License

1

Starting supervised practice before the contract is approved

Hours accrued without a Board-approved supervision contract on file will not be accepted (Supervision Contract, Revised 12/18/2025).

2

Using the title before Board notice

Applicants may not use the terms LCMHCA, LCMHC or LCMHCS, or any variation, until they receive notice from the Board, even once an application has been filed (Board applying page).

3

Counting practicum or internship hours

The Board's LCMHCA page is direct: no hours can be applied from master's-level practicum or internship experiences.

4

Assuming a cap exists on LCMHCA renewals

No rule states a limit on how many times the LCMHCA license can be renewed while supervision requirements remain incomplete (21 NCAC 53 .0702(6)).

5

Treating the Quarterly Supervision Report as a record of hours

The Board does not require hours on Quarterly Supervision Reports; all hours are reported to the Board on Final Supervision Reports, filed by the supervisor.

6

Missing the associate's own two-week report

When supervision ends or a contract condition changes, it is the LCMHCA's duty, not the supervisor's, to notify the Board within two weeks (21 NCAC 53 .0702(4)).

FAQ

FAQ: LCMHCA in North Carolina

What does LCMHCA stand for?▾

Licensed Clinical Mental Health Counselor Associate. The North Carolina General Statutes define the holder of that license as "a person engaged in the supervised practice of counseling who holds a license as a licensed clinical mental health counselor associate" (G.S. 90-330(a)(2a)). The license is issued by the North Carolina Board of Licensed Clinical Mental Health Counselors (NCBLCMHC), and the license number carries an "A" prefix.

What is an LCMHCA in North Carolina?▾

It is the associate license a counseling graduate holds while completing supervised practice toward the LCMHC. An LCMHCA works toward a minimum of 3,000 hours of supervised clinical mental health practice, including 2,000 hours of direct counseling experience, at no more than 40 hours a week (G.S. 90-336(c)(2); 21 NCAC 53 .0205(a)). The associate practices only under a supervision contract the Board has approved in advance.

Can an LCMHCA see clients without a supervisor?▾

No. "A licensed clinical mental health counselor associate shall only provide counseling while under the supervision of a qualified clinical supervisor" (21 NCAC 53 .0702(5)). Practice also requires a supervision contract the Board has approved before supervision starts; hours accrued without a Board-approved contract on file will not be accepted (Supervision Contract, Revised 12/18/2025).

How long can you be an LCMHCA in NC?▾

No cap on renewals is stated in rule. An LCMHCA whose supervised hours are not complete before the license expires renews the LCMHCA license again (21 NCAC 53 .0702(6)); the license expires the second June 30 after issuance, then every two years after that (21 NCAC 53 .0601). The Board's own LCMHCA page describes a typical span: "LCMHCAs typically have their LCMHCA license for 2-3 years, prior to applying for LCMHC licensure. However, due to various reasons a LCMHCA may have their license for a longer period of time."

Can I count internship hours toward the LCMHCA requirement?▾

No. The Board's LCMHCA page states plainly: "No hours can be applied from Masters level practicum or internship experiences." The 3,000-hour requirement, including its 2,000-hour direct counseling minimum, is supervised practice under an approved LCMHCA supervision contract (G.S. 90-336(c)(2); 21 NCAC 53 .0205(a)).

How do you apply for an LCMHCA license?▾

The application is online only, through the Counselor Gateway portal (Board pages), and requires the national exam, either the NCE, the NCMHCE or the CRC (21 NCAC 53 .0305(a)), plus a jurisprudence exam taken within six months before the application (21 NCAC 53 .0305(c)). The application fee is $200 under rule (21 NCAC 53 .0501); the Board's applying pages list $238 total, which includes a $38 criminal background check fee.

What happens if I stop receiving supervision as an LCMHCA?▾

The associate has a reporting duty of their own, separate from the supervisor's reports.
