The Path from RMHCI to LMHC
The Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling (the Board) licenses mental health counselors through one shared rule chapter, 64B4, F.A.C., under Chapter 491, F.S. A graduate registers as an RMHCI, works under a Board-approved qualified supervisor, and applies for the LMHC once the clinical experience and supervision requirements are both met and the national exam is passed. As of the FY 2024-25 annual report, 5,974 RMHCIs were active statewide, the largest of the Board's three registered-intern tracks.
The rule calls the clinical experience "two years" of experience (64B4-2.001(1)), but it defines that in hours and weeks, not on a calendar. The two numbers that actually govern an RMHCI's file are 1,500 hours of face-to-face psychotherapy and a 100-week floor under it, and neither is expressed as a total that includes anything else.
What the Rule Actually Requires
Four numbers make up the RMHCI experience and supervision requirement, all from the same shared rule pair.
| Requirement | Value | Rule Cite |
|---|---|---|
| Face-to-face psychotherapy | 1,500 hours minimum | 64B4-2.001(1)(a) |
| Minimum duration | No less than 100 weeks | 64B4-2.001(1)(b) |
| Supervision total | 100 hours minimum | 64B4-2.002(1)(a) |
| Supervision rate | At least 1 hour every 2 weeks | 64B4-2.002(1)(c) |
Supervision comes in two forms. Individual supervision is one qualified supervisor working with no more than 2 interns; group supervision is one qualified supervisor working with more than 2 but no more than 6 interns, all present in person. Whenever group supervision is used, each hour of it has to alternate with an hour of individual supervision, hour for hour, not as a percentage split (64B4-2.002(4)).
The 50% In-Person Floor and the First-Meeting Rule
Electronic supervision is allowed, but two conditions come before it. The supervisor and intern must hold at least one in-person meeting before any electronic supervisory method is used, and in-person contact has to account for at least 50 percent of all supervisory interactions overall (64B4-2.002(3)). That 50 percent floor lifts only when the supervisor determines that a fully electronic arrangement, including by telephone, is necessary to protect the health, safety or welfare of the supervisor, the intern, or both (64B4-2.002(7)).
The in-person floor applies to the whole supervisory relationship, not each hour. An intern can log individual electronic sessions once the first in-person meeting has happened, as long as the overall mix stays at least half in-person unless the supervisor documents the health-and-safety exception.
For a deeper look at how the delivery rules interact with the frequency and alternation requirements, see Florida registered intern supervision requirements.
Telehealth Psychotherapy Counts, With a Protocol on File
Face-to-face psychotherapy is not limited to in-person sessions. Telehealth delivery counts toward the 1,500-hour total as long as a written telehealth protocol and safety plan are on file with the intern's current qualified supervisor and that supervisor is readily available during the session (64B4-2.002(6)). That is a separate rule from the supervision-delivery floor above: one governs how the intern sees clients, the other governs how the supervisor sees the intern.
The Graduate Practicum Is a Degree Requirement, Not RMHCI Credit
The degree program itself requires the equivalent of at least 700 hours of university-sponsored supervised clinical practicum, internship or field experience, including at least 280 hours of direct client services (s. 491.005(4)(c)1.c, F.S.). None of it applies to the 1,500-hour, 100-week experience requirement above. The rule states plainly that a registered intern must complete every practicum hour before any hour toward the experience requirement can be counted (64B4-3.0085(5)). Practicum hours the program did not cover can be completed after registration under a qualified supervisor and verified on Form HD5047-MQA (s. 491.0045(1), F.S.; 64B4-3.0085(9)).
Treat the practicum total and the RMHCI total as two separate ledgers with a hard line between them, not a running head start.
Hours Don't Count Until the Board Approves the Supervisor
A qualified supervisor submits a signed letter to the Board agreeing to supervise, naming the applicant, the supervisor and the supervisor's license number, before supervision may begin (64B4-3.0085(2); 64B4-2.0025(5)(a)-(b)). Nothing counts until that approval is on record: "Experience obtained under the supervision of a qualified supervisor will not count toward completion of the experience requirement until the registered intern has received board approval of the qualified supervisor" (64B4-3.0085(4)). An intern who starts seeing clients under an unapproved supervisor is not banking time toward the 1,500 hours, no matter how the sessions go.
Who Qualifies to Supervise an RMHCI
An LMHC in good standing, or the equivalent, qualifies as a supervisor after 5 years of clinical experience, up to 2 of which may be earned during the supervisor's own post-master's internship, with the remaining 3 or more years earned after that supervisor's own licensure. The supervisor also needs supervisory training: a graduate academic course, a continuing-education supervisory-training course, a post-graduate field-instructor course, an ACS designation through the Center for Credentialing and Education, or an AAMFT Approved Supervisor designation (64B4-31.007).
A licensed psychologist can also supervise an RMHCI through an alternate path: 3 years of psychotherapy experience and at least 750 hours a year of direct client contact (64B4-31.007(1)(d)).
Whoever holds the role, one qualified supervisor may not supervise more than 25 registered interns at once, across all three of the Board's intern tracks (64B4-2.002(5)). Florida states no cap on how many supervisors an intern may have at one time.
Who Cannot Supervise You
Rule 64B4-2.003 rules out supervision by the applicant's current or former therapist, parents, current or former spouse, siblings, children, current or former employees, anyone in the applicant's household, and anyone in a current or former romantic, sexual, domestic or familial relationship with the applicant.
The direction matters: it is the applicant's own employees who are barred from supervising, not the applicant's employer. Being supervised by the person who employs you is not, by itself, a prohibited relationship. And a supervisor is not treated as the applicant's employee if the only compensation that supervisor receives is payment for the actual supervisory hours (64B4-2.003).
Private Practice: Someone Licensed Has to Be on the Premises
When an RMHCI provides services in a private practice setting, a licensed mental health professional must be on the premises (s. 491.005(4)(d), F.S.). Telehealth presence satisfies the premises rule when a protocol is on file, the same protocol standard that governs telehealth psychotherapy above (64B4-2.002(8)).
The 60-Month Nonrenewable Registration, and Its Exits
An RMHCI registration issued after March 31, 2017 expires 60 months from its issue date and cannot be renewed (s. 491.0045(5)-(6), F.S.). Until a license or a Department letter confirming licensure arrives, the intern must stay under supervision (64B4-3.008(1); s. 491.0045(3), F.S. separately requires supervision throughout registered intern status).
An intern who reaches the 60-month mark has three paths out, not one. If the NCMHCE is already passed and the education and practicum requirements are complete, the intern can file a one-time hardship exception on Form DH5065-MQA, at least 30 days before expiration, for a 24-month extension from the original expiration date (64B4-3.0085(10)-(11)). If the 1,500 hours and 100 supervision hours are done but the exam or coursework are not, the intern can apply for a provisional license, valid 24 months, nonrenewable, for a $100 fee (s. 491.0046, F.S.; 64B4-4.014). If the hours themselves are still incomplete and no hardship exception applies, the only path is to reapply for a new registered-intern registration.
The hardship extension is one-time, 24 months, and conditional on the exam already being passed. It is not an automatic grace period, and it does not extend a registration whose holder has not yet cleared the NCMHCE.
Our guide to the 60-month registered intern limit walks through each of these three exits in more detail.
The Laws and Rules Course and the HIV/AIDS Course
Before full licensure, an applicant completes an 8-hour Laws and Rules course covering Chapter 456 Part II, the psychotherapist-patient privilege statute, the Florida Mental Health Act, substance abuse services law, abuse and neglect reporting law, Chapter 491, and Division 64B4 itself, then passes a test on the material with a score of at least 80 percent (64B4-3.0035(1)-(2)). It is a course with a certificate the Board reviews, not a standalone jurisprudence exam; Florida does not have one.
A separate 3-hour HIV/AIDS course is also required before full licensure (64B4-3.0035(1)(b), (3)).
The NCMHCE and What Everything Costs
The national exam for this track is the National Clinical Mental Health Counseling Examination (NCMHCE), administered through the Center for Credentialing and Education, at $350 for the initial attempt and $275 for a re-exam. The master's degree has to be complete before sitting for it, but Board approval is not required first.
| Fee | Amount | Rule Cite |
|---|---|---|
| Intern registration (nonrefundable) | $150 | 64B4-4.015 |
| Application + initial license | $175 ($100 + $75) | 64B4-4.002 |
| Biennial license renewal | $115 | 64B4-4.005 |
| Provisional license (nonrefundable) | $100 | 64B4-4.014 |
Registering and Documenting: DH-MQA 1174 and DH-MQA 1181
Registration starts with the registered intern application, Form DH-MQA 1175, filed with the $150 fee, a qualified-supervisor letter, and Livescan fingerprints. Full licensure is a separate filing: Form DH-MQA 1174, "Application for Licensure as a Clinical Social Worker, Marriage & Family Therapist or Mental Health Counselor by Examination" (revised 12/2025), submitted with the $175 fee, proof of a passed NCMHCE, and the Laws and Rules and HIV/AIDS course certificates.
The licensure file also needs one copy of the DH-MQA 1181 verification form per supervisor, not one for the whole 1,500 hours. An intern who worked under three supervisors over the course of their registration needs three completed 1181 forms.
Each 1181 is completed and signed by the supervisor, who submits it to the Board within 7 days after that supervision relationship ends (64B4-2.0025(5)(g); adopted by 64B4-3.0015). It records two hour totals for that relationship, total supervision hours and total face-to-face psychotherapy hours, plus the supervisor's name, email, license type, state, and license number, and the supervision start and end dates. There is no direct-versus-indirect split on the form, since Florida does not define an indirect-hours category for this track. Keep those two running totals current with every supervisor from day one. That is what makes the form fast to complete when a supervision relationship ends.
Renewing the Full License
Once licensed, an LMHC renews biennially, unlike the intern registration, which never renews. Every renewal period after the first requires 30 hours of continuing education; the first renewal requires none (64B4-6.001(1)-(6)).
Of those 30 hours, 2 cover prevention of medical errors, 3 cover ethics and boundary issues or telehealth, 2 cover domestic violence, required within 6 months of initial licensure and then every third renewal, and 3 cover Laws and Rules, required every third renewal. A qualified supervisor owes an additional 4 hours of supervisory-training CE every third renewal, and up to 6 of the 30 hours may be non-clinical administrative or office-management coursework.
Reconciling the Numbers
An RMHCI averaging 15 hours of face-to-face psychotherapy a week reaches 1,500 hours in exactly 100 weeks (15 x 100 = 1,500), landing right at the minimum duration floor rather than ahead of it (64B4-2.001(1)(a)-(b)).
Supervision has to be checked separately. The 1-hour-every-two-weeks rate, taken alone over the same 100 weeks, produces only 50 hours (100 / 2 = 50), which is an arithmetic consequence of the minimum rate, not a stated total. It falls short of the separate 100-hour supervision requirement (64B4-2.002(1)(a)). To reach 100 hours of supervision within the same 100 weeks, the intern and supervisor need to average close to 1 hour of supervision a week, not just the every-two-weeks floor.
If part of that supervision happens in a group of four interns, each hour of group time has to be paired with an hour of individual time (64B4-2.002(4)). An intern logging 40 group hours across the registration therefore also logs at least 40 individual hours to match them, and those individual hours can be the ones already on the calendar.
Common Mistakes That Delay LMHC Licensure
These are common errors in RMHCI files, and every one is preventable with records kept from the first week of supervision.
Counting hours from before the supervisor was Board-approved
Nothing counts toward the 1,500 hours until the Board has approved the qualified supervisor on record, even if sessions with clients were already happening.
Assuming the 700/280 practicum contributes to the 1,500 hours
It does not. The practicum is a degree requirement, finished before the RMHCI registration, and is tracked on a completely separate ledger.
Treating the every-two-weeks supervision rate as the whole requirement
The rate is a floor, not a total. A supervision schedule that only meets the minimum frequency will land well short of the separate 100-hour total.
Logging group supervision without a matching individual hour
Group supervision has to alternate hour for hour with individual supervision. It is not a percentage cap, and there is no such thing as banking extra group hours.
Writing your employer's name where the employee restriction applies
The prohibited relationship runs one direction: your own employees cannot supervise you. Being supervised by the person who employs you is not, on its own, barred.
Waiting for the exam before requesting the hardship extension
The one-time, 24-month hardship extension requires the NCMHCE to already be passed. Filing after the registration expires, or before the exam is cleared, forfeits it.
Letting a supervisor sit on the DH-MQA 1181 past the 7-day deadline
Each 1181 is due within 7 days after that supervision relationship ends. A late form, or one missing a supervisor's totals, can hold up an otherwise complete licensure file.

FAQ: Florida LMHC Requirements
What are the LMHC requirements in Florida?▾
To move from Registered Mental Health Counselor Intern (RMHCI) to Licensed Mental Health Counselor (LMHC), Florida requires at least 1,500 hours of psychotherapy face-to-face with clients, accrued in no less than 100 weeks (64B4-2.001(1)). Alongside that, an intern needs at least 100 hours of supervision, also in no less than 100 weeks, at a rate of at least 1 hour every two weeks (64B4-2.002(1)). The intern registration itself expires 60 months after issuance and cannot be renewed (s. 491.0045(5)-(6), F.S.).
How many supervised hours does a Florida LMHC need?▾
Two separate numbers apply. Clinical experience requires 1,500 hours of face-to-face psychotherapy (64B4-2.001(1)(a)). Supervision requires 100 hours of its own, tracked separately, in no less than 100 weeks and at a minimum rate of 1 hour every two weeks (64B4-2.002(1)(a)-(c)). Neither figure substitutes for the other, and Florida does not define a separate indirect-hours category the way some other states do.
Can Florida RMHCI supervision happen by telehealth?▾
Partly. Electronic supervisory methods can cover up to half of the required contact, but the supervisor and intern must hold at least one in-person meeting before using any electronic method, and in-person contact must make up at least 50 percent of all supervisory interactions (64B4-2.002(3), (7)). That floor lifts only if the supervisor determines full electronic supervision, including by telephone, is necessary for health, safety or welfare reasons.
Do practicum hours count toward the RMHCI experience requirement?▾
No. The graduate practicum, at least 700 hours including 280 hours of direct client services, is a degree requirement, not a credit toward the post-master's total (s. 491.005(4)(c)1.c, F.S.). Practicum hours the program did not cover can be finished after registration under a qualified supervisor (s. 491.0045(1), F.S.; 64B4-3.0085(9)). The rule is explicit that a registered intern must finish every practicum hour before any hour toward the 1,500-hour experience requirement may be counted (64B4-3.0085(5)).
Who can supervise a Florida RMHCI?▾
An LMHC in good standing, or the equivalent, qualifies as a supervisor after 5 years of clinical experience, up to 2 of which may fall during the supervisor's own post-master's internship, with at least 3 years earned post-licensure (64B4-31.007). A licensed psychologist can also supervise an RMHCI through an alternate path requiring 3 years of psychotherapy experience and at least 750 hours a year of direct client contact (64B4-31.007(1)(d)).
How long is the Florida RMHCI registration valid?▾
Five years, or 60 months from the date of issuance, for registrations issued after March 31, 2017, and it cannot be renewed (s. 491.0045(5)-(6), F.S.). An intern who has passed the NCMHCE and finished coursework can request a one-time, 24-month hardship extension on Form DH5065-MQA, filed at least 30 days before expiration (64B4-3.0085(10)-(11)).
What does the DH-MQA 1181 form require?▾
The Verification of Clinical Experience form (DH-MQA 1181, revised 5/2025) is completed and signed by the supervisor, one form per supervisor, and submitted to the Board within 7 days after that supervision relationship ends (64B4-2.0025(5)(g)). It collects two hour totals, hours of supervision and face-to-face psychotherapy hours, along with the supervisor's license information and the supervision start and end dates.
