Florida LCSW Requirements: The RCSWI to LCSW Path

Becoming a Licensed Clinical Social Worker (LCSW) in Florida means registering as a Registered Clinical Social Worker Intern (RCSWI), earning 1,500 hours of face-to-face psychotherapy across at least 100 weeks under a Board-approved qualified supervisor, logging 100 hours of supervision, and clearing the ASWB Clinical exam. This guide works through every one of those rules using the text published by the Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling (the Board). If you have not registered yet, start with what an RCSWI is and the registered intern application.

Overview

The RCSWI to LCSW Path at a Glance

Florida runs all three of its psychotherapy pre-license tracks, mental health counseling, marriage and family therapy, and clinical social work, under one board and one rule chapter, 64B4, F.A.C. That shared chapter is where the clinical social work path lives: a CSWE-accredited master's degree, registration as an RCSWI, a Board-approved qualified supervisor, 1,500 hours of face-to-face psychotherapy, 100 hours of supervision, two short pre-licensure courses, and the ASWB Clinical exam.

There is no separate total-hours figure sitting above the 1,500 and no indirect-hours bucket to fill on the side. The 1,500 hours are specifically psychotherapy delivered face-to-face with a client present, and the 100 supervision hours are tracked and reported separately, per supervisor, on their own form.

As of the Department's most recent annual report, 5,394 people held an active RCSWI registration in Florida, one of 12,160 registered interns across all three tracks combined. The mechanics below apply to every one of them.

Education

The CSWE Degree and the Theory-and-Practice-Methods Rule

Registering as an RCSWI requires a master's or doctoral degree in social work from a CSWE-accredited program (or its Canadian equivalent), including at least 24 semester hours or 32 quarter hours in theory of human behavior and practice methods, with a minimum of one course in psychopathology among them (s. 491.005(1)(c), F.S.).

There is an early-registration option: a graduate whose program did not emphasize direct clinical services can register with as little as 15 semester hours or 22 quarter hours completed, with the remainder due before the Board approves the applicant for the exam (s. 491.005(1)(d), F.S.). It is a way to start the registration clock sooner, not a way to skip the coursework.

Registration

Registering as an RCSWI and Getting Your Supervisor Approved

The RCSWI registration itself is Form DH-MQA 1175, filed with a $150, nonrefundable fee (64B4-4.015), a qualified-supervisor letter, and Livescan fingerprints. Our registered intern application guide covers the filing step by step.

The step that trips people up sits right after registration: the Board has to separately approve your qualified supervisor before any hours under them count. The rule is direct about it: "Experience obtained under the supervision of a qualified supervisor will not count toward completion of the experience requirement until the registered intern has received board approval of the qualified supervisor" (64B4-3.0085(4)). Your supervisor submits their own signed letter agreeing to supervise, naming you, the supervisor and the supervisor's license number, before that approval can happen (64B4-3.0085(2); 64B4-2.0025(5)(a)-(b)).

Do not start seeing clients under a new supervisor before the Board has confirmed that supervisor is approved. Hours logged in the gap between "we agreed to work together" and "the Board approved it" are not creditable, and there is no retroactive fix once the weeks have passed.

Clinical Experience

The 1,500-Hour Face-to-Face Psychotherapy Requirement

Clinical experience consists of at least 1,500 hours of providing psychotherapy face-to-face with clients as a registered intern, accrued in no less than 100 weeks (64B4-2.001(1)(a)-(b)). The rule itself calls this "two years" of clinical experience (64B4-2.001(1)), its own shorthand for the 100-week floor, not a separate duration to plan around.

Practicum hours from your degree do not carry forward. An RCSWI has to complete all hours tied to a clinical practicum before any hours toward the experience requirement can be counted (64B4-3.0085(5)). Face-to-face psychotherapy can include telehealth, provided a written telehealth protocol and safety plan are on file with your current qualified supervisor and that supervisor is readily available during the session (64B4-2.002(6)). If you see clients in a private practice setting, a licensed mental health professional has to be on the premises while you work, which telehealth presence satisfies if a protocol is on file (s. 491.005(1)(d), F.S.; 64B4-2.002(8)).

As arithmetic, not a stated rule: an RCSWI averaging 15 hours of face-to-face psychotherapy a week reaches 1,500 hours in exactly 100 weeks, the same span the duration floor sets, so the two land together. Someone averaging 20 hours a week reaches 1,500 hours in 75 weeks, well ahead of the 100-week floor, which means the 100 weeks, not the hour count, decides when that RCSWI is actually done with this requirement.

Supervision

100 Supervision Hours, a Two-Week Rate, and the Alternation Rule

Supervision has both a total and a rate, and both are real requirements. The total is at least 100 hours, accrued in no less than 100 weeks; the rate is at least 1 hour of supervision every two weeks (64B4-2.002(1)(a)-(c)). As arithmetic: 100 weeks at the minimum rate of one hour every two weeks works out to 50 hours, so the 100-hour total, not the rate, is what actually binds an RCSWI who wants to finish on time.

Individual supervision is one qualified supervisor working with no more than 2 interns. Group supervision is one qualified supervisor working with more than 2 and up to 6 interns, all present in person. Whenever group supervision is used, each hour of it has to alternate with an hour of individual supervision (64B4-2.002(4)). That is a one-for-one pairing, not a percentage ceiling: an RCSWI who logs 50 hours of group supervision needs 50 matching hours of individual supervision alongside it, not simply a cap keeping group under half.

Electronic supervision is allowed, but only after at least one in-person meeting, and in-person contact still has to make up at least 50% of all supervisory interactions, unless your supervisor determines that fully electronic supervision, including by telephone, is necessary for health, safety, or welfare reasons (64B4-2.002(3), (7)). A qualified supervisor may take on no more than 25 registered interns at one time (64B4-2.002(5)); the rule does not state a cap on how many supervisors an intern may have.

Qualified Supervisors

Who Can Supervise You: The LCSW-Specific Four-Year Rule

A qualified supervisor on the RCSWI track has to be an LCSW in good standing, or the equivalent, with at least 4 years of clinical social work experience. Up to 2 of those years may come from the supervisor's own post-master's internship, with the remaining 2 or more years earned after they were licensed (64B4-11.007). That four-year figure is specific to this track; Florida's marriage and family therapy and mental health counseling supervisors each need 5 years.

A short list of relationships disqualifies a supervisor outright: the applicant's current or former therapist, parents, current or former spouse, siblings, children, current or former employees, anyone in the same household, or anyone in a current or former romantic, sexual, domestic, or familial relationship with the applicant (64B4-2.003). The direction matters: it is the applicant's own employee who cannot supervise them, not the other way around, and a supervisor is not treated as your employee if the only compensation they receive is payment for the supervisory hours themselves.

Supervisors carry their own paperwork obligations too. Each one documents supervision on Form DH-MQA 5078, the Supervision Log (5/2023), gives you access to a copy, and has to report any scope-of-practice or standard-of-care concern to the Board within 7 days (64B4-2.0025(5)(c)-(e)).

Registration Term

The 60-Month Registration and Its Exits

An RCSWI registration issued after March 31, 2017 expires 60 months, or 5 years, from its date of issuance, and it cannot be renewed (s. 491.0045(5)-(6), F.S.). Until you are licensed, you have to stay under supervision: the rule requires it until you receive your license or a letter from the Department confirming it (64B4-3.008(1); s. 491.0045(3), F.S. separately requires supervision throughout registered intern status).

If you have not finished everything full licensure requires when the 60 months run out, there are four paths, depending on what is still outstanding. A one-time hardship extension adds 24 months from the original expiration date, but only if you have already passed the ASWB Clinical exam and finished your education and practicum requirements, requested on Form DH5065-MQA at least 30 days before expiration (64B4-3.0085(10)-(11)). If your hours are done, you apply for full licensure. If your hours are done but the exam or coursework are not, you can apply for a provisional license, valid 24 months, nonrenewable, for a $100 fee (s. 491.0046, F.S.; 64B4-4.014). Otherwise, you reapply for a new registration. Our guide to the 60-month registered intern limit covers each exit in more detail.

The hardship extension is not a safety net for unfinished hours. It only applies if your exam and coursework are already done and your hours are the only thing left. If the exam, education or practicum is still incomplete at month 60, the extension is not available to you.

Courses and Exam

The Laws and Rules Course, the HIV/AIDS Course, and the ASWB Clinical Exam

Before full licensure, every RCSWI completes an 8-hour Laws and Rules course, passed with an 80% score on the course's own test, with the certificate submitted to the Board (64B4-3.0035(1)-(2)). It is a course with a certificate, not a jurisprudence exam; Florida has no separate stand-alone jurisprudence exam for this track. Alongside it, a 3-hour HIV/AIDS course is required (64B4-3.0035(1)(b), (3)).

The national exam for this track is the ASWB Clinical exam, the clinical level of the ASWB National Social Work Exam, registered directly with the Association of Social Work Boards for a $260 fee.

Forms and Fees

DH-MQA 1174, One DH-MQA 1181 Per Supervisor, and the Fee Schedule

Full licensure is filed on Form DH-MQA 1174, Application for Licensure as a Clinical Social Worker, Marriage and Family Therapist or Mental Health Counselor by Examination (Revised 12/2025), alongside your passed exam and course certificates.

That application only goes in once your hours are documented, and documenting them means one DH-MQA 1181 verification form per supervisor, not one form for the whole 1,500 hours. Each supervisor completes and signs their own form, revised 5/2025, one page and fully fillable, and submits it to the Board within 7 days of when that supervision relationship ends (64B4-2.0025(5)(g); adopted by 64B4-3.0015). It reports two numbers, hours of supervision and face-to-face psychotherapy hours, plus the supervisor's name, email, license type, state, license number, and the start and end dates. There is no direct or indirect split on it, and the signature line itself is a plain blank.

Because the form is per supervisor, keep those two totals, supervision hours and face-to-face hours, running separately for each supervisor from your first logged week. That beats trying to reconstruct them from memory once a relationship ends.

Renewal

Renewing the Full LCSW License

Once you hold the LCSW, the license itself renews biennially for $115 (64B4-6.001(1); 64B4-4.005). Continuing education is 30 hours per renewal period, with one exception: none is required at your first renewal (64B4-6.001).

From your second renewal on, the 30 hours break down into 2 hours on prevention of medical errors, 3 hours on ethics and boundary issues or telehealth, 2 hours on domestic violence, due within 6 months of initial licensure and then every third renewal, and 3 hours of Laws and Rules every third renewal (64B4-6.001).

Worked Example

A Worked Example: Reconciling the Numbers

Take an RCSWI averaging 15 hours of face-to-face psychotherapy a week with weekly supervision. At that pace, the 1,500-hour clinical floor and the 100-week duration floor both close out in week 100, so neither one sits waiting on the other.

Over those same 100 weeks, this RCSWI needs 100 hours of supervision, which averages out to 1 hour a week, not the 1 hour every two weeks the rate sets as its floor; the two-week rate is the minimum pace, the 100-hour total is the actual finish line. If half of that supervision, 50 hours, comes from group sessions, the alternation rule means the other 50 hours have to be individual, matched one for one rather than simply kept under some fraction of the total.

If that supervision splits across two supervisors over the 100 weeks, say the first 60 weeks with one LCSW and the remaining 40 with another, each supervisor still owes a separate DH-MQA 1181 within 7 days of when their own share of the supervision ends, each reporting only their own hours of supervision and face-to-face psychotherapy, not a combined total.

Pitfalls

Common Mistakes That Delay LCSW Licensure

These are common errors on the RCSWI track, every one of them avoidable with tracking that starts on day one.

1

Logging hours before the Board approves the supervisor

Experience under a qualified supervisor does not count until the Board has approved that specific supervisor. Confirm the approval before the first session, not after.

2

Assuming practicum hours carry into the 1,500

They do not. All practicum hours have to be completed before any hours toward the experience requirement can be counted, regardless of how clinical the work was.

3

Treating the two-week supervision rate as the whole requirement

Meeting the minimum rate alone produces only 50 hours over 100 weeks. The 100-hour total is the actual requirement, and it takes roughly double the minimum rate to reach it on schedule.

4

Scheduling group and individual supervision without matching them

The alternation rule pairs every hour of group supervision with an hour of individual supervision. It is not a percentage cap, so tracking hours by type from the start matters more than tracking a ratio.

5

Letting in-person supervision drift under 50% informally

Falling under the 50% in-person floor is allowed only when your supervisor has determined electronic supervision is necessary for health, safety, or welfare. It is not a default option to reach for convenience.

6

Misreading the prohibited-relationship rule's direction

Your own employee cannot supervise you. An employer supervising you is not automatically barred, and a supervisor paid only for the supervisory hours is not treated as your employee.

7

Missing the 7-day window on the DH-MQA 1181

Each supervisor has 7 days after supervision ends to file their form. A late filing with one supervisor can hold up an otherwise-complete licensure application.

8

Waiting until month 60 to think about the hardship extension

The extension only helps if your exam and coursework are already finished. Track your exam timeline against your registration clock well before the 60-month mark, not at it.

FAQ

FAQ: Florida LCSW Requirements

How many hours do you need to become an LCSW in Florida?▾

You need at least 1,500 hours of psychotherapy face-to-face with clients as a Registered Clinical Social Worker Intern (RCSWI), accrued in no less than 100 weeks (64B4-2.001(1)(a)-(b)). Alongside that, you need 100 hours of supervision, also in no less than 100 weeks, with at least 1 hour every two weeks (64B4-2.002(1)(a)-(c)). There is no separate total-hours figure and no indirect-hours category on the RCSWI track.

How long does it take to become an LCSW in Florida?▾

The rule sets a 100-week floor under the clinical experience, which the Board's own text describes as two years of clinical experience (64B4-2.001(1)). How long it actually takes past that floor depends on your caseload and how quickly you clear the ASWB Clinical exam and the pre-licensure Laws and Rules and HIV/AIDS courses, none of which have a stated minimum duration of their own.

What supervision do you need for LCSW in Florida?▾

At least 100 hours total, in no less than 100 weeks, with at least 1 hour every two weeks (64B4-2.002(1)). Individual supervision means one qualified supervisor with no more than 2 interns; group means more than 2 and up to 6, all present in person, and every hour of group supervision has to alternate with an hour of individual supervision (64B4-2.002(4)). At least half of your supervisory contact has to be in person unless your supervisor determines otherwise for health, safety, or welfare reasons (64B4-2.002(3), (7)).

Who can supervise an RCSWI in Florida?▾

A Licensed Clinical Social Worker (LCSW) in good standing, or the equivalent, with at least 4 years of clinical social work experience, up to 2 of which may come from the supervisor's own post-master's internship, with the remaining 2 or more years post-licensure (64B4-11.007). The Board has to approve that specific supervisor before any hours count (64B4-3.0085(4)), and a supervisor may take on no more than 25 registered interns at once (64B4-2.002(5)).

How long is the RCSWI registration valid?▾

5 years, or 60 months from the date it is issued, for registrations issued after March 31, 2017 (s. 491.0045(5)-(6), F.S.). It cannot be renewed. If you have not finished everything full licensure requires by then, your options depend on what is outstanding: applying for full licensure if everything is done, a provisional license if your hours are done but the exam or coursework are not (s. 491.0046, F.S.), a one-time 24-month hardship extension if you have already passed your exam and finished your coursework but not your hours (64B4-3.0085(10)-(11)), or reapplying for a new registration.

What exam do you need to become an LCSW in Florida?▾

The ASWB Clinical exam, the clinical level of the ASWB National Social Work Exam, registered directly with the Association of Social Work Boards for a $260 fee. You also need the 8-hour Laws and Rules course, passed with an 80% score on its test, and the 3-hour HIV/AIDS course, both completed before full licensure (64B4-3.0035(1)-(3)).

What forms does an RCSWI need to become an LCSW?▾

The registration itself is Form DH-MQA 1175. Full licensure is filed on Form DH-MQA 1174, Application for Licensure as a Clinical Social Worker, Marriage and Family Therapist or Mental Health Counselor by Examination (Revised 12/2025). Alongside it, every supervisor you worked under has to file their own Form DH-MQA 1181, Verification of Clinical Experience, within 7 days of when that supervision ends (64B4-2.0025(5)(g)).

Requirements verified against Chapter 491, F.S., Rule Chapter 64B4, F.A.C., and the Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling as of September 2026.
