The Path

The Path From MSW to LCSW

The Virginia Board of Social Work, part of the Virginia Department of Health Professions (DHP), requires a master's degree in social work with a clinical course of study from a program accredited by the Council on Social Work Education, including a clinical practicum that focuses on diagnostic, prevention and treatment services (18VAC140-20-49). The clinical practicum is a minimum of 600 hours; a shorter practicum is made up later in extra post-master's hours, covered below (18VAC140-20-49 B).

With that degree in hand, the applicant registers a supervisory contract with the Board and becomes a Supervisee in Social Work. Only after the Board approves that registration does supervised experience begin to count (18VAC140-20-50 A). From there, the path is 3,000 hours of supervised experience over two to four consecutive years, the LCSW by Examination application, and the ASWB Clinical exam.

The Board of Social Work's FAQ says "Virginia does not issue temporary licenses." The credential is a Registration of Supervision, and the person holding it is a Supervisee in Social Work (18VAC140-20-50 D 2).

Registration of Supervision

Registration of Supervision: Before Any Hour Counts

"Supervised post-master's degree experience without prior written board approval will not be accepted toward licensure" (18VAC140-20-50 A). The Board's FAQ states it the same way from the applicant's side: "you must receive written Board approval prior to counting hours towards licensure." The registration file itself needs a completed form, a copy of the supervisory contract, an official transcript and a $50 fee (18VAC140-20-50 A 1; 18VAC140-20-30).

Approval arrives by email, and that email carries an expiration date "which allows you 4 years to complete your supervision" (LCSW Licensure Process Handbook, revised 09/2024, s. 2). That four-year clock is separate from the two-to-four-consecutive-year window the hours themselves have to fit inside, covered next.

A shorter practicum does not reduce the 3,000-hour total; it shifts the shortfall into post-master's hours. The Handbook's own example: "if you received 500 hours of practicum experience during your MSW program, you would need to complete 3,100 hours" (18VAC140-20-49 B; Handbook s. 1). A full 600-hour practicum carries no such addition.

Hours

The 3,000-Hour Requirement

The rule sets "a minimum of 3,000 hours of supervised post-master's degree experience in the delivery of clinical social work services and in ancillary services that support such delivery" (18VAC140-20-50 A 2). Inside that total, "a minimum of 1,380 hours of supervised experience in face-to-face client contact in the delivery of clinical social work services. The remaining hours may be spent in ancillary services" (18VAC140-20-50 A 2 b). Ancillary services are defined as "activities such as case management, recordkeeping, referral, and coordination of services" (18VAC140-20-10).

Ancillary servicesThe remaining hours18VAC140-20-50 A 2 b; 18VAC140-20-10
Duration2 to 4 consecutive years18VAC140-20-50 A 2 a

The rule does not state a maximum for either the face-to-face or the ancillary figure beyond the 3,000-hour total; the 1,380 is a floor inside that total, not a separate bucket added on top of it.

The Consecutive-Year Window

Two to Four Consecutive Years, and the 12-Month Extension

The 3,000 hours have to fall "no less than two nor more than four consecutive years" (18VAC140-20-50 A 2 a). A supervisee who needs more time can request "an extension of up to 12 months" on a showing of extenuating circumstances (18VAC140-20-50 A 3). Beyond that extension, the Handbook is direct about the consequence: the supervisee is "required to start the supervised experience process over again and re-apply for Registration of Supervision" (Handbook s. 3).

The Handbook's own worked example shows what a gap costs. A supervisee spanning March 2020 to December 2024, 57 months, ran past the four-consecutive-year limit, and "the entirety of the hours accumulated could not count towards licensure" (Handbook s. 3). Every hour logged across those 57 months was lost, not just the months past the window.

The Board of Counseling rewrote the resident rules for the counseling and marriage and family therapy tracks effective December 18, 2025. The Board of Social Work's rules did not change; 18VAC140-20-50 was last amended for a July 17, 2024 effective date, and the LCSW track keeps its two-to-four-consecutive-year window today.

Supervision

Supervision: The Rate and the Total

Supervision is both a rate and a total. "A minimum of one hour and a maximum of four hours of face-to-face supervision shall be provided per 40 hours of work experience for a total of at least 100 hours" (18VAC140-20-50 A 2). At the minimum rate, 3,000 hours of work experience would call for 75 hours of supervision; the rule's independent 100-hour floor is higher, so the total governs regardless of pace.

Group supervision has its own limit: "No more than 50 of the 100 hours may be obtained in group supervision, nor shall there be more than six persons being supervised in a group unless approved in advance by the board" (18VAC140-20-50 A 2). The Board may consider alternatives to face-to-face supervision on a showing of undue burden from hardship, disability or geography (18VAC140-20-50 A 2).

An eligible supervisor holds an active, unrestricted LCSW license "in the jurisdiction in which the clinical services are being rendered" with at least two years of post-licensure clinical social work experience (18VAC140-20-50 B 1). The supervisor also needs a three credit-hour graduate course in supervision or at least 14 hours of continuing education, then at least seven hours of supervision continuing education "within five years immediately preceding registration of supervision" (18VAC140-20-50 B 2). The rule bars two relationships: "The supervisor shall not provide supervision for a family member or provide supervision for anyone with whom the supervisor has a dual relationship" (18VAC140-20-50 B 3).

A supervisor's duties run beyond the hours themselves: reviewing and approving the diagnostic assessment and treatment plan for a representative sample of the supervisee's clients, evaluating and documenting competencies, being available on a regularly scheduled basis, and keeping documentation, for five years after supervision, of which clients were the subject of supervision (18VAC140-20-50 C). The full breakdown of rates, caps and eligible supervisors lives at Virginia LCSW supervision requirements.

Between Now and Licensure

Changing Supervisors and Staying Under Supervision

Adding or changing a supervisor works two different ways. If the new supervisor is on the Board's Approved Supervisor Registry, no Board notice is required, only a new supervisory contract kept in the supervisee's own records. If the new supervisor is not on the registry, the supervisee files an Add/Change application, pays a $25 fee, and waits for Board approval before counting hours under that supervisor (Code of Virginia § 54.1-3705(9); 18VAC140-20-50 A 1; Handbook s. 2.2).

The supervisee and supervisor keep supervision logs on their own; the logs are not filed with the application but must be produced if the Board asks. The Board's own template records an entry at the end of each week's supervision session, with columns for the week, date, whether the session was individual or group, the number of supervised hours, the number of face-to-face client contact hours, the topic discussed, the services provided, and both signatures (Handbook s. 3).

Finishing 3,000 hours does not end the supervision requirement on its own: "a supervisee shall remain under board-approved supervision until licensed in Virginia as a licensed clinical social worker" (18VAC140-20-50 D 5). The Board's FAQ puts it plainly: "You must continue to meet with your supervisor weekly in accordance with Regulation 18VAC140-20-50." Throughout, the supervisee uses the title "Supervisee in Social Work" in written communications (18VAC140-20-50 D 2).

The Exam

The ASWB Clinical Exam

Virginia requires the ASWB Clinical exam (18VAC140-20-70 A 1), and it comes after the hours, not during them. "Virginia requires that all licensure requirements be completed before approval is granted to sit for the exam," per the Board's FAQ. That sets the LCSW track apart from Virginia's counseling and marriage and family therapy residencies, where the exam can be taken during the supervised experience.

Once approved, the candidate has a window to pass: two years from the initial Board approval to sit, and if not passed in that window, a reapplication for another two years. After a second unsuccessful window, the candidate has to register for supervision again and complete one additional year as a supervisee (18VAC140-20-70 B, C).

The Application

The LCSW by Examination Application

The application deadline runs from the hours, not the exam: "Submit a completed application to the board office within two years of completion of supervised experience" (18VAC140-20-40 2). The file carries a $165 processing fee, an NPDB self-query, a notarized Verification of Clinical Supervision for each supervisor (Rev. 09/2024, with notarization required as of October 1, 2024), and the Verification of Education and Field Placement/Practicum Hours (18VAC140-20-30; Handbook s. 4).

Timing after the exam runs on the Board's FAQ: ASWB forwards scores to the Board "within approximately 7-10 days," and the Board processes the application "within 7-10 days after receiving your official score report."

After You're Licensed

Renewal, Endorsement and the Compact

The LCSW expires June 30 each year and renews for a $90 fee, with 30 contact hours of continuing education documented in even years, at least 6 of them in ethics, standards of practice or Virginia law, and at least 20 Category I hours (18VAC140-20-100 A; 18VAC140-20-105). The Licensed Master's Social Worker is a separate license, with its own June 30 renewal, a $65 fee, and 15 continuing education hours in even years, at least 3 of them in ethics (18VAC140-20-30; 18VAC140-20-105 A). The LMSW is not a prerequisite for the LCSW; see LMSW vs LCSW in Virginia.

"Virginia does not have reciprocity with any jurisdiction," per the Board's general FAQ. Licensure by endorsement is the alternative: an active license in good standing "of a comparable type" and a passing score on a board-approved national exam at that level (18VAC140-20-45).

The Social Work Licensure Compact is enacted in Virginia as Code of Virginia § 54.1-3709.4, printed "(Effective pursuant to § 14)." Confirm its status with the Board of Social Work before relying on it.

Worked Example

A Worked Timeline Inside the Consecutive-Year Window

Consider a supervisee whose MSW included a full 600-hour practicum, with no shortfall to make up. Registration of Supervision is approved in June 2024, starting both the four-year approval clock and the two-to-four-consecutive-year window for the 3,000 hours. Working full time, the supervisee logs roughly 1,500 hours of supervised experience a year, of which 900 a year are face-to-face and 600 a year are ancillary.

At that pace, 3,000 total hours are reached in June 2026, exactly two years, meeting the "no less than two" floor. Across that span, 1,800 hours were face-to-face, clearing the 1,380-hour minimum with room to spare. The application for LCSW by Examination is then due within two years of that June 2026 completion date, so by June 2028, the same month the four-year approval window runs out.

None of that arithmetic is a stated requirement; the rule sets the 3,000-hour and 1,380-hour floors and the two-to-four-year window, and this timeline is one pace that satisfies all three at once.

Pitfalls

Common Mistakes on the Virginia LCSW Track

1

Counting hours from before Board approval

Supervised experience earned without prior written Board approval of the Registration of Supervision does not count toward licensure, regardless of how clinical the work was (18VAC140-20-50 A).

2

Assuming the December 2025 counseling changes apply to social work

The Board of Counseling rewrote the resident rules effective December 18, 2025. The Board of Social Work's rules did not change; 18VAC140-20-50 still sets a two-to-four-consecutive-year window.

3

Treating the 1,380 face-to-face figure as a separate total

The 1,380 hours are a floor inside the 3,000, not additional hours on top of it. The remainder, not a fixed number, may be spent in ancillary services (18VAC140-20-50 A 2 b).

4

Letting a gap break the consecutive-year window

The window requires consecutive years. The Handbook's own example, a 57-month span, cost the supervisee every hour accumulated, not just the months past four years.

5

Assuming every supervisor change needs Board approval

A change to a supervisor already on the Approved Supervisor Registry needs no Board notice, only a new contract on file. Approval is required only when the new supervisor is not on the registry.

6

Scheduling the ASWB Clinical exam before the hours are done

Virginia requires every licensure requirement complete before the Board approves a candidate to sit for the exam, unlike the counseling and marriage and family therapy tracks.

7

Missing the two-year application deadline

The LCSW by Examination application is due within two years of completing supervised experience, a separate clock from the four-year Registration of Supervision approval window (18VAC140-20-40 2).

8

Relying on the Social Work Licensure Compact

The Compact is enacted as Code of Virginia section 54.1-3709.4, printed "(Effective pursuant to section 14)." Confirm its status with the Board of Social Work before relying on it.

More on Virginia licensure

Virginia's counseling path runs on a temporary Resident license rather than a registration, with its own December 2025 rule changes, covered in Virginia LPC requirements. Marriage and family therapy candidates should see Virginia LMFT requirements, since that track's face-to-face figure and residency structure differ from the LCSW track's. The full path across all three Virginia tracks starts at how to become a therapist in Virginia.

FAQ

FAQ: Virginia LCSW Requirements

What are the LCSW requirements in Virginia?▾

A master's degree in social work with a clinical course of study and a clinical practicum, then Registration of Supervision with the Virginia Board of Social Work before any hour counts (18VAC140-20-50 A). The registered Supervisee in Social Work then completes a minimum of 3,000 hours of supervised post-master's experience, at least 1,380 of them face-to-face, across no less than two nor more than four consecutive years (18VAC140-20-50 A 2, A 2 a, A 2 b). Once the hours are complete, the applicant files the LCSW by Examination application and, after the Board's approval email, takes the ASWB Clinical exam (LCSW Licensure Process Handbook, revised 09/2024).

How many hours do you need for LCSW in Virginia?▾

A minimum of 3,000 hours of supervised post-master's degree experience in clinical social work services and ancillary services that support that delivery (18VAC140-20-50 A 2). At least 1,380 of the 3,000 must be face-to-face client contact; the remaining hours may be spent in ancillary services such as case management, recordkeeping, referral and coordination of services (18VAC140-20-50 A 2 b; 18VAC140-20-10). Supervision runs separately: a minimum of 100 hours, at a rate of one to four hours per 40 hours of work experience.

How do you become an LCSW in Virginia?▾

Complete an MSW with a clinical course of study, then register your supervisory contract with the Board of Social Work for a $50 fee before any hour counts (18VAC140-20-50 A 1). Complete 3,000 hours of supervised experience, at least 1,380 face-to-face, over two to four consecutive years, with at least 100 hours of face-to-face supervision (18VAC140-20-50 A 2). Once every requirement is complete, apply for the LCSW by Examination within two years of finishing your supervised experience; after the Board approves you to test, register with ASWB and pass the Clinical exam (18VAC140-20-40 2; 18VAC140-20-70 A 1; LCSW Licensure Process Handbook, revised 09/2024).

How long do you have to complete LCSW supervised experience in Virginia?▾

No less than two nor more than four consecutive years (18VAC140-20-50 A 2 a). A supervisee who needs more time may request an extension of up to 12 months for extenuating circumstances (18VAC140-20-50 A 3). Miss both the window and the extension, and the hours already logged do not carry forward; the supervisee has to start the supervised-experience process over and re-register for supervision.

Does Virginia have LCSW reciprocity?▾

No. "Virginia does not have reciprocity with any jurisdiction," according to the Board of Social Work's general FAQ. A social worker licensed elsewhere applies for licensure by endorsement instead, which requires an active license in good standing of a comparable type and a passing score on a board-approved national exam at that level (18VAC140-20-45). Endorsement is a separate application from the LCSW by Examination path this page covers.

How do you apply for LCSW by Examination in Virginia?▾

Submit the application within two years of completing your supervised experience (18VAC140-20-40 2). The file includes a $165 fee, an NPDB self-query, a notarized Verification of Clinical Supervision for each supervisor (Rev. 09/2024, notarization required as of October 1, 2024), and your Verification of Education and Field Placement/Practicum Hours. ASWB forwards exam scores to the Board within approximately 7 to 10 days, and the Board processes the file within another 7 to 10 days of receiving them, per the Board's FAQ.

Requirements verified against 18VAC140-20, the Virginia Board of Social Work's regulations, and Code of Virginia Title 54.1, Chapter 37, current as of September 2026. Statutes, rules and fees can change. Confirm current requirements at the Virginia Board of Social Work before making decisions about your licensure path.
